PROVINCIAL ELECTIONS 2022

Marie-Claude Nichols resists the CAQ wave Steve Sauvé Journalist [email protected]

CANDIDATE PARTY

VAUDREUIL

SUROÎT

Marie-Claude Nichols

Following the 2022 provincial election, the citizens of the region opted for the status quo by reiterating their confidence in the parties already in power, and this, in the same ridings.

Thus, Vaudreuil reiterated its confidence in Marie-Claude Nichols (QLP) and the voters of Soulanges granted a second term to Marilyne Picard (CAQ). It is impossible to ignore the battle in the riding of Vaudreuil. While François Legault was declared premier of Quebec after only eight minutes of counting, the victory of Marie-Claude Nichols was confirmed at 11:30 p.m. At the beginning of the vote count, the CAQ candidate, Eve Bélec took the lead. This continued for more than 2 hours. However, as of 10 p.m., like in a scene worthy of the best Hollywood films, the more the ballot boxes were counted, the more Marie-Claude Nichols reduced the gap. At 10:40 p.m., Marie-Claude Nichols never looked back and she managed to beat her rival at the finish line. While in 2018 Marie-Claude Nichols won by 2765 votes, this time her lead was limited to only 745 majority votes.

A discreet campaign

In the region, the 2022 election campaign will not go down in history for powerful statements or hard-fought victories. Rather, the opposite has happened. Without

VOTES

wanting to comment openly on the projects, the candidates have walked on eggshells. Although all of the candidates mention that they do not rely on the various surveys, one fact remains important. The candidates who held the lead in the ridings were much more discreet in order to avoid missteps. When the National Assembly was dissolved, the government of the Coalition Avenir Québec was made up of 73 members. The Liberal Party, designated as the official opposition, had 31 seats, the Parti Québécois and Québec solidaire each had 10 seats and the Conservative Party of Quebec was represented by MNA Claire Samson, first elected under the colours of the CAQ. Following the 2022 election, it is therefore possible to say that the National Assembly will be made up of 90 members of the CAQ, 21 members of the QLP, 11 members of the QS and 3 members of the PQ. As for the Conservative Party of Quebec, the Parti vert du Québec, Climat Québec, Démocratie Directe, the Canadian Party of Quebec and the Bloc Montreal, they will not be represented since they do not have any elected members.

Marie-Claude Nichols wins in Vaudreuil: an emotional electoral night

Noémie Florence Faubert Journalist [email protected]

VAUDREUIL Marie-Claude Nichols, deputy of the Quebec Liberal Party, was elected with 13 608 votes (34,22%) in Vaudreuil. The electoral evening took an unexpected turn for her. While many gave the victory to Eve Bélec, candidate for the CAQ, the results of the votes quickly changed the situation.

up with her. For nearly an hour, the two candidates alternated the first place, leaving voters on alert. The atmosphere was tense in Mrs. Nichols’ office. She preferred to stay behind with her team until the results were announced. She came out emotional, surrounded by her family, officially elected in Vaudreuil. It is with a lot of emotions that she came out at the end of the evening, surrounded by her family.

A challenging campaign At the beginning of the evening, the early counts were giving the victory to Mrs. Nichols. Quickly, Eve Bélec caught

Marie-Claude Nichols claimed to have had a hard campaign with the caquiste wave. According to her, the challenges were to find a way to reach people and to convince them to vote for the

QLP. That is why her team and herself worked full-time on the field: “I never took Vaudreuil for granted”, attests the deputy. Looking back on the last weeks, Mrs. Nichols claims she is pleased about the campaign she ran with her team. “I am extremely grateful towards my citizens, she claims. I admit that it is extremely difficult to experience a rollercoaster of emotions, but I am so happy”.

Ready to be the voice of the citizens

During her speech, the QLP deputy claimed she knows Vaudreuil’s challenges and said she wants to defend them in front of the caquiste government. She will be at the National Assembly “to

bring the voice of Vaudreuil to Quebec.” Her goal was to be elected in her county and it the latter was achieved. “Trust me, I am here for you. The results will be there”, added the deputy.

The future challenges

Several challenges were in the middle of the electoral campaign in Vaudreuil. The biggest concerns for the majority of the citizens seems to be the highway 20 and the Île-aux-Tourtes bridge. Mrs. Nichols assures she will work on those issues in parallel with other projects like the construction of a new college as well as sports and cultural of infrastructures in the county. “We have great challenges”, claims Mrs. Nichols.

Incumbent MP Marilyne Picard was re-elected for a second term in Soulanges riding during the general elections held across Quebec on Monday evening.

According to the results obtained (17,114 votes), the standard-bearer of the Coalition Avenir Québec earned the win with a majority of 8,353 votes over the Liberal Catherine St-Amour. Éloïse Coulombe, candidate for the Conservative Party of Quebec, took 3rd place with 5,062 votes (12.59%), followed by Sophie Samson of Québec solidaire (4,353 votes, 10.83%), Samuel Patenaude of the Parti Québecois (4,124 votes, 10.26%) and Kristian Solarik of the Parti vert

du Québec (795 votes, 1.98%). Voters exercised their right to vote in a proportion of 67.54%. A total of 40,209 ballots (98.64%) were found to be valid while 553 votes (1.36%) were rejected. Speaking in front of more than a hundred supporters, Mrs. Picard first praised the members of her team of volunteers for the work accomplished during the campaign. “We worked hard for two months. Thank you very much,” said the CAQ MP.

Mrs. Picard wanted to add that the work is beginning and that she will continue to watch to ensure that the Vaudreuil-Soulanges Hospital project is progressing in due form. «The role of the re-elected government will be to ensure that the hospital is built in less than 8 years (within the next four years),» said Mrs. Picard. The re-elected MP also talked about another of her “pet” projects, the enhancement of the Soulanges Canal. “Since the pandemic, people want to play sports, go outside. I

want Soulanges to be more lively. This is very important to me,” said Mrs. Picard, to the cheers of her supporters. Mother of a seriously ill daughter, the MP reiterated her intention to work to help children with severe disabilities. “I will count on my husband to continue (in this direction). People who need help, come see us. We will be in the majority in Quebec and we have great challenges to overcome,” said Marilyne Picard.

PHOTO CITY OF SALABERRY-DE-VALLEYFIELD

Mélanie Calvé Journalist [email protected]

SALABERRY-DE-VALLEYFIELD Many citizens responded to the call of the municipal administration of the City of Salaberry-de-Valleyfield and attended the public presentation of the development of the future Parc Marcil that took place on September 29, at Édifice Raphael-Barrette.

For the presentation, Mayor Miguel Lemieux was accompanied by Mr. Ian Blanchet, Engineer and Assistant Director for the City of Salaberry-deValleyfield, by Mrs. Claudia Meloche, Coordinator of Events and Regional Park of the Islands and by Mrs. Marie-Lou Lacasse, Environmental Consultant in the Environment and Public Works department. As a premise to the presentation, Mr. Miguel Lemieux pointed out that the Parc Marcil project was huge since its area is one million square feet. The logistics are not simple since it is also a former landfill site. In this sense, Mr. Ian Blanchet mentions that the major issues are the presence of biogas in the subsoil as well as the covering is insufficient. “We are trying to create spaces by limiting the backfill and excavated material that will be very expensive. It is not possible to excavate all the waste”, specifies Mr. Blanchet. One of the project’s missions is to redevelop the strip of land that surrounds the marina. Thus, the riparian strips will be redeveloped. Also, the two current launching ramps will be replaced by a double launching ramp. Regarding parking for trailers, the space needed to park 90 trailers will be provided.

The vision of the City of Salaberry-de-Valleyfield

For her part, Mrs. Claudia Meloche mentioned that the project consists of transforming Parc Marcil, from an undefined park into a structured and majestic destination park, while being an exemplary source of biodiversity. The starting point of the development is to enhance the view of the lake, to make it greener by developing walking paths, free play areas and spaces for relaxation. Walking trails are planned. The main entrance will be on rue Ellice. The latter will lead to the edge of the water. Other trails will head to rue Lynch. Bike trails will enhance the park, a fast track for those who want to get to a destination quickly as well as a contemplative track. Also, a pump track. It is a closed circuit in which there are various rounded bumps and steeped turns.

shrubs, herbaceous plants. This development will bring us a new attraction, inviting the population to discover magnificent species,” explains Marie-Lou Lacasse.

A plan that can change

It should be noted that the plan presented is not final. Mrs. Claudia Meloche points out that this is a 50% certainty. For now, the City of Salaberry-deValleyfield is awaiting government approvals. Note that it is difficult, if not impossible, to summarize the scope of the project and the activities planned in an article. For more information, visit the Ville de Salaberry-deValleyfield website.

excavated material that will be very expensive. It is not possible to excavate all the waste.

Biodiversity

The biodiversity potential of Parc Marcil is considerable, but currently unexploited. “We will go from a contaminated site, a rather desert area, to an area of biodiversity. All development in Parc Marcil will be primarily indigenous. We want to showcase some of our most beautiful native species. Therefore, each of our developments highlight a species; trees,

A new health hub will open in Vaudreuil-Dorion

The Mayor of Vaudreuil-Dorion, Guy Pilon was present at the official groundbreaking ceremony by Dr. Michel Malboeuf (center), President of Gestion Vinaso, in the presence of Jean-François D’Astous (Vice-President Brago Construction), Benoît Mageau (Site Superintendent), Virginie Roy Montpellier (DKA Architectes), Sébastien Lagrange, Marie Michelle Rousseau (Axxélération Physio +), Karine Lechasseur (Sutton Distinction Group) and Isabelle Mercier, (Vaudreuil-Soulanges Development). VAUDREUIL-DORION A new paramedical building will soon be built in Vaudreuil-Dorion.

It was during a symbolic groundbreaking ceremony that Clinique Dentaire Michel Malboeuf et Associés announced the construction of a two-storey building that will house healthcare professionals. The new hub will be adjacent to the existing clinic located at 458 Av. Saint-Charles. The ground floor will be occupied by Axxélération Physio +, merging the unifying elements and values of the Axxeleration performance center, already established on the Châteauguay side since 2011. Operating mainly in the rehabilitation sector, this multidisciplinary clinic will offer services to the entire population, from high-level athletes to the people requiring postoperative rehabilitation care,

for example. The premises will have its own gym, which will make it possible to offer mobility training or any other therapy requiring specific machines. Several collaborators will be an integral part of the project, which aims to offer various complementary services in the rehabilitation of clients/athletes, from general to specialized medicine. For the founders of Axxélération Physio +, Vaudreuil-Dorion was the location of choice for a new branch. “We have noticed a lack of rehabilitation services for the Vaudreuil-Soulanges region and it is for this reason that we want to share our multidisciplinary and proactive approach,” said Marie

Michelle Rousseau, PhT., physiotherapist. “Our expertise is already recognized in the region, by our involvement or by our many clients who live in the area,” mentioned Sébastien Lagrange, Ph.D., Director of High Performance and Physical Trainer.

Spaces for Rent

The second floor of the new building will have space for other therapists who would like to establish themselves in Vaudreuil-Dorion and who have the vision of creating synergy with different professionals. “Given the construction of the Vaudreuil-Soulanges Hospital in the coming years, this is a site of choice. With our first expansion

completed several years ago, our building already offers services such as podiatry, chiropractic, osteopathy, massage therapy and acupuncture,” said Dr. Michel Malboeuf, owner of the premises. “With this second phase, we want to attract new professionals in order to create a health hub in Vaudreuil-Dorion,” he added. Construction is scheduled to be completed in May 2023 and private or family medicine clinics as well as specialists in other related fields will be able to establish themselves there. Professionals who would like to part of this new health hub are invited to contact Karine Lechasseur by phone at 514 796-0171 or by email at [email protected].

ÎLE PERROT The book L’île Perrot, rurale et urbaine-350 ans by author Lise Chartier is published just in time for the 350th anniversary of île Perrot. For her third book, she is interested in the family of the first Seigneur of the island and governor of Montreal, François-Marie Perrot.

Mrs. Chartier takes her readers through the seigniorial period of île Perrot and introduces them to the places and people who left their mark on the island. For a long time, it was characterized by its rural and autonomous population. However, since the middle of the 20th century, île Perrot has experienced significant urban development, qualifying it today as both rural and urban. The author and researcher is interested in the social evolution of île Perrot. Her research was done in books of deliberations of the parish archives of SaintJeanne-de-Chantal since 1786. Mrs.

Chartier also looked at the records of the five school boards of île Perrot since 1858 and of the five municipalities since their creation. L’île Perrot, rurale et urbaine-350 ans therefore explores the reality of education in rural areas since the beginning of the 19th century, the history of its five municipalities since their foundation and offers a demographic and social study of the island that developed autonomy through its island state until the construction of bridges in 1929. In short, a book for those curious about history…

The new Director General of Rigaud in the running for an award of excellence

Maxime Boissonneault, surrounded by members of the public administration in Dunham, where he held the position of Director General for 14 months before holding the same position in Rigaud. PHOTO LIBRARY

Denis Bourbonnais Journalist [email protected]

RIGAUD The Director General of the city of Rigaud, Maxime Boissonneault, has held this position since last August and has already been nominated for an Award of Excellence from the Institut d’administration publique du Québec.

The native of Saint-Stanislas-deKostka is one of the finalists in Quebec after having governed the cities of Dunham, from June 2021 to August 2022, and now Rigaud. In an interview published by the IAPQ and entitled “Le pédagogue des villes”, the author praises Maxime Boissonneault’s winning method for energizing municipalities: breaking down hierarchical barriers so that everyone can walk together. When Maxime Boissonneault became general manager of a municipality for the first time, the treasurer of the region was then twice his age… in years of experience. It was in May 2015 in his hometown, in Saint-Stanislas-deKostka, and at 23 that he became the youngest holder of the title in Quebec. “His name circulates a lot in the municipal environment, where he accumulates successes and praise. Taking under his wing structures in bad shape, making the best of them to tie up lasting improvements, obtaining the enthusiastic support of the staff in place, these are his strengths. Inventive, he has the gift of opening with finesse the sometimes heavy shackles of bureaucracy to convert them into springboards, always respecting organizational values and ethics,” it is described in the text.

Reversing the pyramid of powers

Maxime Boissonneault mentions that his goal is to revisit the hierarchy of the municipal world in order to implement greater collaboration between employees. “In my participatory management, each member has a lot of autonomy, like an entrepreneur. By reversing the pyramid of powers, I lead the teams to surpass themselves in order to accomplish great things”, says the new Director General of the city of Rigaud. Among the few examples of its style of governance, SaintStanislas-de-Kostka was named a model of excellence by the Union des municipalités du Québec in 2019. Dunham, for its part, was the first city in Quebec to be awarded the Concilivi seal, which recognizes family-work balance, in 2021. Maxime Boissonneault also received several honours, including the Positionnement stratégique 2017 and Gestion municipale 2019 merits, awarded by the l’Association des directeurs municipaux du Québec. In September 2021, he obtained BonBoss certification with an exceptional score of 97%. We can understand why after reading the article in La Presse on his vision of management, published last August.

“I have a fascination for the human”, confides the one who thrives on communication. “Seeing happy people brings me great satisfaction,” adds Mr. Boissonneault. This applies both to the members of his workplace and to the citizens of his municipality, to whom he is strongly committed. However, this career was not mapped out in advance for Maxime Boissonneault. Initially, he saw himself as a school principal! Hence his bachelor’s degree in preschool and primary education. “My field has a lot of similarities with education,” he says. “Accompanying people, helping them develop their skills,

getting them out of their comfort zone… that poses challenges, whatever the environment.” The director general has gained a lot of experience since his debut. If people still tease him about his precocity, he takes the jokes with a good heart. “To add to my credibility, my forehead is starting to recede,” he laughs. Through his successes, being a finalist for the Award of Excellence amazes him. «I did not expect it,» admits Maxime Boissonneault, without hiding his joy. A recognition that helps him confirm that he really belongs in the municipal world and that he is here for good.

I have a fascination for the human. Seeing happy people brings me great satisfaction.

- Mr. Boissonneault
