BAILEY ROAD IMPROVEMENTS The improvement on Bailey Road (between State Route 4 and Leland) are nearly complete. The improvements include new pavement, bike lanes and sidewalks. Together with City of Pittsburg, the Contra Costa County Redevelopment Agency staff applied for grants to help pay for these improvements. The funding for this project was obtained from grants from the Safe Routes to Transit Program and the Transportation for Livable Communities Grant, and additional funding from from the Keller Canyon Mitigation Fund. As with any grants, there is also a local match requirement for funding. The City of Pittsburg will be covering their share of the match and the Contra Costa County Redevelopment Agency will cover the required match for the Bay Point portion of the improvement.

The Workforce Development Board of Contra Costa County, the City of Pittsburg, and Contra Costa County Announce - The New Pittsburg/Bay Point Enterprise Zone In creating new opportunities for business to be successful and create jobs, the City of Pittsburg and Contra Costa County joined together with the State of California’s Department of Housing and Community Development, to designate a portion of East Contra Costa County as an Enterprise Zone. This new enterprise zone is one of forty-two approved zones in the state. “Contra Costa County and City of Pittsburg have been working together on establishing this Enterprise Zone for several years. Its establishment couldn’t come at a better time during this economic downturn to provide jobs for the residents of Bay Point and Pittsburg, two communities with some of the highest unemployment rates in the county; and businesses, which could benefit from the incentives to establish, expand or improve their operations in those communities.”- Supervisor Federal Glover, whose district includes Pittsburg and Bay Point. The Enterprise Zone program targets economically distressed areas throughout California, providing special incentives designed to encourage business investment and promote the creation of new jobs. The purpose of the program is to stimulate development by providing tax incentives including a hiring credit for businesses, allowing private sector market forces to revive the local economy. Each Enterprise is administered by its local jurisdiction working with local agencies and business groups to promote economic growth through business attraction, expansion and retention. “Providing a tax credit to businesses operating within the Enterprise Zone that hire new employees offers them an incentive to increase their workforce and hire qualified employees. The five-year, $37,000 credit per employee per year will help increase the pace of hiring in our local economy,” said Stephen Baiter, Executive Director of the Workforce Development Board of Contra Costa County. Family Economic Security Partnership. This program is designed to provide FREE Tax preparation services for low income residents who qualify for the Earned Income Tax Credit (EITC). For the 2011 Tax Season, Bay Point Works alone prepared over 300 returns. SparkPoint East Contra Costa - Bay Point Works began piloting free tax preparation services during the 2003 tax season, to ensure that people were claiming the EITC credit which largely goes unclaimed to the tune of over a million dollars per year in Contra Costa County alone. PG&E Shell Pond Project Wetland Restoration Update – October 2012 PG&E is still working on the wetland restoration project located at the foot of Suisun and Honker Bays in Bay Point, Calif. Cleanup activities were stopped in January 2012 because of odors caused by dredging activities. PG&E is working with the California Environmental Protection Agency, Contra Costa County, local Air Board, and other regulatory agencies to redesign the project to minimize odors and other off-site impacts. This redesign process will continue through 2012. Next year, PG&E with DTSC oversight and approval, anticipates that they will be conducting a test of the new approach to make sure the plan works. The Bay Point Historical Society was established for those interested in sharing the local histories of Clyde, Nichols, Port Chicago, West Pittsburg and the present day Bay Point. Without historical societies, local history and knowledge would soon be lost. Families, companies and politicians would come and go without any trace of their impact on our lives. Without knowledge of our past; our future is in jeopardy. Bay Point Historical Society members have helped to preserve and record local history. Thanks to all of you who have saved family pictures and history, bills of sale, memorabilia and items of interest. Your contributions give us a picture of the past that may or may not be found in history books. We were honored to have Professor Ken Tye a Port Chicago native speaks at the Annual Membership Luncheon on September 15, 2012. He is a professor emeritus from Chapman College. His talk was about growing up in Port Chicago and casted a personal reflection against the larger national and international issues that reverberated throughout and upon the community, ending with the Federal Government’s take over of Port Chicago. Bay Point resident Tina Gonzalez works for Golden State Water Company and spends many hours giving back to the community by helping with food during the Holidays or organizing the Adopt a Road cleanup by the Bay Point sign. Costa County Sheriff Department Lieutenant Gwendolyn Grady whom has been a great asset to the Bay Point Community. We congratulate her as she moves on with her Career. Tracie Craig does not live in Bay Point but has worked endlessly to promote The Shell Pond Cleanup and has

devoted many resources the community through her employer Pacific Gas and Electric. Averigüe cómo usted puede participar, para más información llame Andrea Foti al (925) 261-3584 2012 Youth Summit The 2012 Summit began with a keynote session, followed by a special performance by Kaiser Permanante's Educational Theatre Programs. The remainder of the day is segmented into two tracks and lunch. The event incorporates a vast spectrum of topics and activities as our young constituency is extremely diverse. There is no cost to the youth to attend or participate in any activities, which included eating lunch and receiving a t-shirts. Workshops in the first track primarily address acedemic/educational subject matter, career opportunities, employment related information and topics pertaining to matters that cause the students to project and give some consideration to their future. The morning track introduces a number of workshops that evoke self awareness, analysis and acceptance in

addition to hobbies or activities that are a positive utilization of time. Some previous summits have included workshops that addressed time/money management, manifestation of a positive attitude, discussions regarding internet usage, substance abuse, depression, dating, violence, gangs, healthy choices and healthy boundaries. We have also offered workshops with instruction on CPR, photography, videography, radio personalities, personal hygiene and more. The afternoon track includes workshops with a physical component- dancing, basketball, track, martial arts zumba and various types of athletically based activities. Lunch time was teaming with entertainment, opportunities to receive an air brush tattoo or manicure, community information and free food. The workshop offers a general overview of American philanthropy, providing participants with an understanding of various types of foundations, grantor agencies, research process, and

the general principles that guide their giving. Further attention will be placed on developing organizational protocol for administration and budgeting of grants.
