Council’s parking infringement team has been hot on the prowl and the latest figures reveal in the quieter months of July-August-November they booked more than 43 drivers every weekday hitting them with $312,597 in fines. Illegal parking brings big dollars for city council BY PETER CHAPMAN

FRUSTRATED Ipswich residents breaking the rules in their search for a rare parking spot in the CBD have been smacked by council’s parking officers with thousands of dollars in fines. The latest figures released reveal that in the quieter months of July-August-September last year council issued 2800 infringement notices totalling $312,597. Council was asked for a breakdown on the figures to reveal just how many of these fines related to the CBD, but could not provide the information because “it would take significant research” . With the majority of parking meters, no stopping and no standing zones located in the CBD it is more than reasonable to say the centre of Ipswich is the hot spot for penalties.

TIME IS UP: If you ignore the many parking meters in the CBD you will be fined. 264 for stopping on a yellow line, 239 for stopping on a footpath, 129 for stopping in a bus zone and 92 for not parking parallel. Council does operate a car park under the Nicholas Street Mall which offers three hours free parking, however, for the most part it is always less than a quarter full and closes at 11pm. It can only be assumed that most deem the carpark as a difficult uphill walk and too far away from the majority of shops and businesses that line Brisbane Street. Our story on the carpark charges last year revealed that council was undertaking a review of car parking in the CBD. Changes to parking won’t be happening for some time however, with council saying that it won’t even have a draft of the review until next month.

Backyard Boxing Day Test a must celebration SIX years ago, my wife and I went on the search for a vacant block of land to buy in Ipswich where we could build. The block we found was the right size, flat, had little fill and was in a great area. While they were all positives the thing that really topped it off was the fact that it was just a stone’s throw away from a small communal park. We bought the block and built our home and have loved the decision every day since. The small park has played a key role in that enjoyment especially around Christmas time when our neighbours come together for a Christmas Eve Carols night and our own Boxing Day cricket match. The park is like having

Our decision this year for every batsman to stay at the crease for four overs, ban running between the wickets and to ignore lbw decisions ensured lots of fun for the youngest batsman of just 10 years of age right through to the oldest approaching 70. The game brought back memories of the frequent backyard battles I shared as

a small child in Sydney. The games were serious back then and the debating was loud as we all fought to stay at the crease so we could hit the winning run. For me, my greatest obstacle was surviving the three spin demons who lived next door. Dad was the king, and he loved the games just as much as we did. It was all part of my growing up, learning to accept losing and embracing challenges. Our Boxing Day Test this year did come with a few hiccups as one player marched off to the doctors with a badly broken finger and another retired early after doing a hamstring. I have no doubt, however, that both will be back on our small field of dreams next year.

Joint funding flows as regional riverine recovery work starts

THE Federal and State Government has announced more than $19 million in joint funding to repair damaged riverine areas, including flood-affected waterways in Blair under the Disaster Recovery Funding Arrangements. The funding is part of a two-stage grant program, with the now complete Stage 1 grants already awarded to organisations to undertake reconnaissance work to determine areas in crisis. Stage 2 of the grants program opened earlier this year and will enable applicants to propose projects where on-ground work is necessary to help environments recover from the impacts of one or more severe weather events. Local Ipswich author now a prolific writing machine

BY SAM DANIELS IT is often said that we all have one good book in us, although few pause to even pen a few chapters about our lives. Coalfalls resident Lyn Balmer goes against that trend in a big way after recently churning out her 17th book in a little over a year To distinguish her styles Lyn writes under two different pen names. ‘L A Hearn’ for her preteen and teenage audience that enjoys fantasy books and Lyn Balmer for books aimed at her more mature readers. Ms Balmer, who moved to Ipswich 14 years ago with her children, says life raising four kids in Ipswich meant the time to indulge in her favourite hobby of writing was limited. “I have been making up stories and filling notebooks for as far back as I remembered but never found the time to sit and write a full book,” Lyn said. “Fast forward to the home-schooling isolation portion of 2020 brought on by COVID-19 and suddenly I had the two youngest children and my stepdaughter home and bored. “All of us are avid readers and we had run out of books to read so with little prompting needed and amazing support from my kids and husband, I sat down started writing. “And I haven’t stopped writing since.” Ms Balmer says while she has been writing every day, she also now enjoys helping other local authors through the arduous editing and

I still need to pinch myself sometimes and I let out a giggle when someone asks me to sign one of my books.” “We have been selling my paperback books at market stalls, local school markets and fetes, where we offer money from the sale of each book, back to the school,” Lyn says. Lyn’s books are available as both an eBook and as paperback novels, and can be ordered via her Facebook, Instagram and TikTok accounts under each of her pen names.

Family is so important in life

EILEEN and Rhonda Tilley once lived almost one hour’s drive apart. Now the mother and daughter are enjoying seeing a lot more of each other, living together in the same aged care community in Ipswich. The Tilleys were permanently reunited under the same roof

two years ago, when Eileen joined her daughter at Carinity Colthup Manor. Prior to moving into the seniors’ community, 106-yearold Eileen lived at Arana Hills while Rhonda resided on the other side of Brisbane, at Acacia Ridge. Now the distance between

them is reduced to either side of a hallway. Eileen wished to move to Carinity Colthup Manor, where Rhonda has lived for four years, after the family received some difficult news. “Eileen was so sad when Rhonda was diagnosed with dementia. She wanted to be

closer to her daughter,” family relative, Darryn Tilley, said. “My mother and grandmother now take comfort in living so close to one another, they enjoy seeing each other regularly and knowing the other is close by,” he said. Carinity Colthup Manor Residential Manager, Jo King,

said Rhonda’s overall wellbeing had improved since her mother started living near her. “Before her mum moved here, Rhonda used to be self-isolating and quiet but these days she’s not anything but happy. “She is never seen without a smile on her face,” Jo said.

Darryn said Carinity provided Rhonda with plenty of support moving to Colthup Manor, after a short stay in hospital. “Carinity was so helpful. “It is a stressful time for seniors when the hospital is wanting the bed you are in and you need to find a place to live,” he said.

Ready for the next big step GRADUATING from college with a score that allowed you to follow your career dream was the focus of many local students last year. For those who achieved their goal the next challenge was applying to a university for entry. Amongst the students who now have an acceptance letter in their hands is Ipswich 18 year old Shayne Parsons who will soon walk through the gates of the University of Queensland. She graduated from Ipswich State High last year and will be the first in her family to attend university. Shayne was supported in her journey to university through UQ’s Young Achievers Program. “The program was a lifesaver - it helped me financially, through mentorship, university camps and provided me with constant support,” she said. “Having mentors call me each month during my senior year was a lifeline. “My advice to all students is to take every opportunity you get and give it everything you’ve got. As cliché as it is, don’t give up. Life is tough,

They noted strong increases in demand across a range of programs including engineering, computer science, criminology, pharmacy, advanced humanities and business. UQ Professor Doune Macdonald said places were still available for those wanting to join one of the world’s top 50 universities. “If you’ve been thinking about studying this year but

haven’t put in your application, it’s not too late – you can still apply before February 9 for Semester 1 2023,” Professor Macdonald said. “Places are still available across most programs and in many cases, this means the ATAR requirements are a little lower than last year. Professor Macdonald said UQ’s Bachelor of Engineering was the most in demand course this year. “We are looking forward to welcoming more than 1,800 students from regional locations and more than 1,200 from low socio-economic areas which speaks to our commitment to make education and opportunity available for all Queenslanders.” Professor Macdonald encouraged students not to be disheartened if they hadn’t received their first preference offer. “UQ is still accepting applications and change of preferences for most programs and will release further offers up until a final round on Thursday, February 16. Time to focus on the positives CAN I start off my first column back with Local Ipswich News by saying its great to return to the pages of a paper that is now the biggest in the region with 15,000 weekly copies and one that has revealed its commitment to positive news. We hear too many negatives about our region and the many positives about living in Ipswich rarely get the attention they deserve. Many may not know it but I have been teaching at the Brisbane Youth Detention Centre now for 10 years. Unlike most of my teaching colleagues, we work a 48 week year at the centre and this will be my second week back teaching young people carpentry basics, working toward a Cert 2 in Construction Pathways. I enjoy the challenges of my job, and the opportunities it provides me to potentially change and shape some of our most broken and vulnerable youth. I love our community and city of Ipswich, and it’s a pleasure to be able to share some of the amazing characters, triumphs and highlights of events and happenings that I see every day. FAREWELL JOHN It was sad to hear of the passing of John Whitehead (main picture) last week. John was the grandson of FA Whitehead Photography, and anyone over the age of 30 would be familiar with Whiteheads. Back in the day their Brisbane Street Studio (insert) was the Facebook of its day with family portraits and wedding snaps on display and displays changed each week. Our thoughts are with

As a local artist I find it best to get cracking early and start planning artworks for competitions, shows and exhibitions. There are several local and regional competitions that most local artists enter and you need to be organised so you don’t miss the cut off dates for entering. The Ipswich City Council has already opened the entries for the Ipswich Art Awards for

2023. These awards provide a spotlight for aspiring Ipswich artists across a diverse eight categories ranging from traditional acrylic and oil to new media. Ipswich Art Awards are a great opportunity for artists to gain recognition and showcase their work. These awards acknowledge and celebrate the talented and passionate artists across our city who capture, inspire, and reflect our diverse lives and

environment. Another art competition to put in your diary is the Ipswich Show Fine Arts Section. The Ipswich Show celebrates 150 years in May 2023, and the organisers are hoping this will be a big year for the show. Artsconnect Ipswich will again host the opening event and awards night for the Fine Arts Section and entries and schedules will be open soon

One key to marriage is friendship BY PETER CHAPMAN THE common question everyone asks couples who have been married for years is what is the secret to a happy union. Many couples safely navigate to 20 and 30 year anniversaries, some get to 50 years, but few can boast a marriage lasting 60 years. With that in mind the opportunity to ask diamond wedding celebration couple Ray and Erica Yarrow (above) their secret needed to be seized on. The Brassall couple listed a number of things, but friendship, respect for each other

and not to dwell on disagreements were key points they both agreed on. Erica said having similar hobbies was also important although she did say Ray’s passion for cars was not on the top of her bucket list. “I’ve never driven one of his pride and joys, in fact I’ve never driven a car in my life and that’s probably a good thing,” she said. Ray is a life member of the HSV club of Queensland and spends much of his time making sure his 98 Holden VT Club Sport is looking brand new.

He also has a 1996 Holden HR parked in the garage. The one big hobby they share is travelling around Australia and they still take off on their annual three month tours visiting anywhere and everywhere. “We would always go caravaning with our three children every Christmas break when they were growing up and we have continued that hobby for many years, although we don’t have a big caravan anymore,” Erica said. “We are currently out to discover more of the painted silos popping up in the country and

that may be the next trip.” Erica and Ray started out as teenage sweet hearts after meeting as members of the Rosewood Congregational Church youth group. Married in Rosewood in late December in 1962 (right) they have continued their involvement with the church and while they have changed suburbs they have never left Ipswich. Their three children, Bradley, Narelle and Russell, have also stayed local and they joined them with their four grandchildren for three big cheers on their wedding anniversary.

In days gone by, many of our older seniors went out in groups, dancing, sports, church, work and school and over the years that followed got to know their friends a lot better by their interactions within the group and often married from that select few. Many of those groups now have been married for many years. Looking ahead, I wonder if married people of today will look forward to a long marriage as previous generations have. There seems to be so much negativity in our lives today, so many having mental issues, so many one parent families and divided households. Maybe we have to become less trusting of what strangers say. Be careful with phone calls you might receive, if a company calls or a government department notifies you wanting personal information, call them back on a number you know will reach them, double check the details given and ask yourself is this a scam.

WHAT will be the new scam that will surprise us this year? It seems that the start of each year seemingly brings new challenges to our daily lives. In the past cyclones, fires and floods have disrupted the lives of many millions of people around the world. Now a major war is raging and smaller wars are playing out in different countries. While at home a battle rages over privacy and the laws surrounding it. Every day we hear about someone getting ripped off, someone falling for these con artists around the world and you wonder why people fall for these shysters. Yet some of these scams are so involved and so perfect that even people who should know better get taken in and succumb to their tricks. Even though young people are aware of these scammers, they too fall for these “tricks”, engineered to take all or part of

our money or identity. Those of us in the silent generation generally are embarrassed when we fall for these phone calls or internet scams, yet there have been many who have trusted what they have been told and ended up many thousands of dollars out of pocket. How would you feel losing your life savings to someone you don’t even know? Dating sites on the internet are sometimes used by sophisticated groups of people around the world to get your trust, steal your information and make you look a fool. They steal the hearts of vulnerable people, young and old alike! Lonely people, maybe looking for love and or companionship succumb to repeated attempts to glean every bit of information from their victims. Sometimes they are so persuasive that this “grooming” can take months and can be a gradual affair meant to lull one into a false sense of security.

Balancing Back-to-School costs BY SLOAN WILKINS FOR many families, the cost of a school education can be a significant financial burden. Add in the cost of an increasing home loan, and it can be tough to balance these two expenses. It can be an overwhelming and stressful experience that feels like you’re constantly trying to make ends meet, yet still falling short. So here are a few tips to help you find a balance: REVIEW YOUR BUDGET The first step towards balancing these costs is to go over your budget. Examine your income, expenses, and debts to see where you can make changes that save money. Consider reducing non-essential costs, increasing your income with a part-time job or side hustle, or refinancing your home loan to lower your monthly payments.

TALK WITH YOUR SCHOOL Start a conversation early with the school about your situation to see if there are any payment choices or scholarships available. Investigate the possibilities to discover whether you qualify for any support. ACCESS COMMUNITY ASSISTANCE Local community centres and organisations realise the difficulties at this time of year and are doing their best to assist. This includes school supplies and book requirements. Contact your local centre to see if they can help or point you in the right direction. PRIORITISE YOUR EXPENSES If your local community centre is unable to help with school items, then look to access help with groceries via a food bank. CONSIDER ALTERNATIVES If your child attends a private school, and the cost of school tuition is simply too much to manage, the public school system provides an excellent educational experience with teachers who care deeply about your child’s progress. These options can be more

affordable, while still providing a high-quality education. LOOK AFTER YOURSELF You may feel guilty for not being able to provide certain opportunities or educational experiences for your children. You might be concerned about how you’ll pay for extracurricular activities or school excursions. All of these emotions can have a negative impact on your mental health and wellbeing. WELL. another year has come and gone and another is starting. We can only wonder what is in store for us this year. There always seem be surprises around this time of the year, some good, some bad, some sad. Remember back to the year 2000, now 23 years ago when there were some worried people in the technological field who were concerned that all our computers would go haywire as they ticked over to the year 2000. Huge amounts of money was spent “fixing them up” but the deadline failed to materialise, the clocks kept ticking and all continued on as usual. Going through our rainy season, although sometimes uncomfortable and hot, we find that our plants grow that little bit bigger and the extra nitrogen falling gives the garden that extra shot or pick up needed for our plants to grow. After 80 editions of this column you would have noticed that “The lazy Garden-

er” is truly lazy. Always trying to find another way to do something, or a way to make it better for those that like gardening. What makes this different to other gardening columns is that I don’t presume to tell you how to garden, but rather advise those who love this activity of short cuts and ways to make it easier to manage. As well as the benefits derived from being outside in the fresh air and getting the children involved in these ventures. This column will tell you of things going on in the big wide world that you may have never heard of, from mineral farming where plants are grown, absorbing left - over minerals and then harvested, to floating farms for animals and crops in Europe. From gardens in space aboard the space craft flying to the I.S.S, to magic mushroom gathering for medicines to cure PTSD. and sleep problems. We’ve talked about how to add more area to your

garden by going vertical and maybe planting some crops closer together to save space and using large pots to grow just a few veges at a time, pots that can be moved into more sunny positions when required. We also talked about future shopping at our supermarkets, how things are already changing our way of purchasing goods and this continues to evolve. A lighthearted look at how to build a chicken coop and how those living in the 60’s and 70’s viewed their future and their dreams. Don’t forget that past copies are always available on the ‘ local Ipswich news’ website should you be away on holidays. These are printable and with the greater numbers of the weekly paper now in circulation these are available from many outlets in the surrounding area. AN Air Force C27J Spartan aircraft has helped medical specialist Dr Carolyn Chapman and her pooch Silo return home after being stranded in the regional town of Derby due to the West Australian flood emergency. Dr Chapman was seconded to Derby Hospital to help out in the maternity and paediatrics wards but was unable to return to Broome when flooding caused road closures. The medical specialist was ready to go home after a busy period at the hospital but was unwilling to go without her companion, a border collie/ golden retriever cross. “It was such a relief when I was offered transport back to Broome and found out I could bring Silo with me,” she said. “Now I can get back to my regular job at Broome Hospital comfortable that he’s back home as well.” The C27J Spartan had been doing reconnaissance surveys of the flooded areas in the Kimberley and had personnel to drop off at Derby. For 35 Squadron loadmaster Warrant Officer Shaunn Segon, this wasn’t the first time he has transported dogs on an aircraft. “We often carry military working dogs, but we’ve also had pets on board during other emergency situations,” Warrant Officer Segon said. “However, my favourite payload is still the time we carried 24 koalas on board.”

Improvements in defence payments will come into play later this year

NEW frameworks covering ADF members’ allowances, categorisation and leave are among the improvements in pay and conditions to be introduced in the coming months, along with a $2000 pay rise to support any impact from the changes. The frameworks are part of the ADF Employment Offer Modernisation Program, which aims to reduce complexity and increase transparency for members and their families. Chief of Defence General Angus Campbell introduced the program in 2019, inviting members to contribute ideas for improvements to pay and conditions. He said changes based on that feedback had been introduced, and there were more

to come. “Over the past two years, improvements have been made to the employment offer, including the introduction of Military Salary and a number of housing and leave initiatives,” General Campbell said. “An example of this is the Flexible Housing Trial, which commenced in September 2021 and is now being rolled out nationally. You will now have a greater opportunity to access housing outside your posting location and live closer to your partner’s employment or study, or professional services for your dependants. “These changes were shaped through your feedback, so thank you to everyone who took the time to

From July 1, basic recreation leave will increase from 20 to 25 days a year. Members will also have more

flexibility in managing recreation leave. This will include the ability to take recreation leave in half-day increments or at half pay, and to take purchased leave upfront. Defence is also finalising details on how dualserving couples can share leave. The $2000 payment to cover any impact from the changes will apply from early June. GEN Campbell said more modernisation program initiatives were being considered to improve the ADF Employee Value Proposition. It’s great to be off at a time of the year when everyone is in a festive mood, but it’s not so good finding a place to go where you don’t have to take out a bank mortgage to do it. That was the dilemma my wife and I faced late last year when a short break in the

newspaper editions meant I has some Christmas holiday time available. With many families clamoring to get away at the same time airfares and accommodation venues soon cashed in on the demand and prices skyrocketed. Fortunately, cruise lines still provided great offerings and we found a P&O cruise out of Brisbane that ticked all the boxes including the big one, it was at a great price.

For under $2000 a person we booked an eight-day New Year’s Eve cruise to the Pacific ports of Port Vila, Lifou and Noumea and that also included a spacious mini suite with a balcony. We are no strangers to cruising and a list of some of the best cruise lines in the world are stamped on our passports. This, however, was to be my first cruise with P&O and I was curious to evaluate

the brand that has been a favourite with Australians for many years. My wife recalls a cruise she did on the Fairstar in the 80’s and in her words its moved from a lay-back fun ship to a serious cruise line. Since its ownership change P&O has taken its offering to a new level added by its purchase of several former Princess cruise ships. We were aboard the 2600 passenger plus P&O Encoun-

ter which was formerly the Star Princess. It underwent an initial refurbishment last year and has another one scheduled for next month. Evaluating a cruise centres around many things, from the room you book, the ports of call, the entertainment, the staff service, and the quality of the food. If just one is below par you may not be a happy sailor when you return to port.

On this occasion we both landed back in Brisbane refreshed and with a smile on our face albeit a few kilos heavier. The service from the staff onboard was equal to anything we had experienced on a cruise and the entertainment catered to all tastes. On the ports of call I visited Vanuatu many years ago and little has changed. The backwash of the long Covid lockdown is still been felt in Port Vila with many

empty shops. Lifou and Noumea were two new ports for us, and both were a delight. The key to each was to book a tour with a scenic drive across Lifou to Luecila beach a must do, while the Amity Island Marine Reserve tour in Noumea lived up to its five-star reviews. The cruise got a four-star review from the Chapmans, for value for money, you couldn’t do any better.

IPSWICH motorists knew petrol prices were high last year and now the data confirms it. RACQ’s Annual Fuel Price Report found average retail unleaded and diesel price records were broken in every location throughout Queensland, with Brisbane surging past its previous alltime high by a whopping 34 cents per litre (cpl) for regular unleaded. The Ipswich average price was almost as high as Brisbane sitting at 220.7 compared to 221.4. Sport loses one of its champions NEW Year’s Nitro at Willowbank Raceway loomed as a spectacular show for Top Fuel Australia featuring Top Fuel Dragsters for their first outing at the track in nearly two years. The anticipation of the event was stellar and the stands were packed ready for two days of action showcasing the sport and the weather was perfect.

Sam was the sort of person that would give you the shirt off your back, the last dollar he had, stay back and miss a flight to make sure the fans had their shirt signed and just go above and beyond for all.

Ipswich coach recognised as one of the best around IPSWICH Athletics Club is rightly proud of its dedicated band of coaches who voluntarily give their time to helping young aspiring athletes chase their dreams. Now with many youngsters eyeing off a chance to compete at the Brisbane Olympics the coaching team has taken on an even more prominent role. One of the stars in the coaching ranks is Marty Stolberg who has been with the Ipswich club for more than 10 years. Marty recently returned from a successful Australian All Schools Track and Field Championships in Adelaide where her daughter, Toby,

took gold in the Under 17yrs High Jump. Following the meet Marty was told she had been selected on the Athletics Australia Jumps Advisory panel. This selection, which is highly recognised by her peers throughout Australia, followed her appointment as the Queensland Team Jumps manager for the 2022 nationals. During the titles Marty helped many Queensland athletes to overcome their nerves with most competing for the first time on an Australian championship level. Coaching (WIHPC) Program will see her in regular contact with Athletics Australia’s elite coaches and will also see her attend coaching programs in Melbourne. She joins an elite group of just 10 coaches. Many of Ipswich’s talented young athletes have already been guided over the years by Marty with her involvement in Ipswich Little Athletics prior to the senior club. She was awarded Life Membership to the Ipswich District Athletics Club last year in recognition to her outstanding contribution to helping young athletes improve and enjoy their sporting careers.

WELL DONE: Kobe Blake with Marty Stolberg after he ran a PB to finish fifth at the nationals in the U17yrs 400m hurdles final.

AUSSIE GOLD: Marty was both a proud mum and coach when her daughter Toby took out first place at the Australian All Schools Athletics Championship last month.

IPSWICH long distance runner Jude Thomas is quickly running up the rankings with Athletics Australia. His latest performance saw him finish third in the Australian Cross Country trials. At just 20 years of age he is living up the potential he showed as a junior.
