CITY COUNCIL MEETINGS The City Council is the policy making body for the City of South Gate. Residents and community members are highly encouraged to participate in the Comments from the Audience portion of the meetings. Here you can address any issue directly to the City Council and staff that is not listed on that meeting’s Agenda. Meetings take place on the 2nd and 4th Tuesday of every month, at 6:30 p.m. at City Hall’s Council Chambers. COMMISSION FOR SOUTH GATE YOUTH The Commission for South Gate Youth seeks to empower the youth by promoting and supporting high quality programs and projects that address the needs of youth. Meetings take place on the 1st Tuesday of every month, at 6:30 p.m. at Civic Center Building. HOUSING AUTHORITY The Housing Authority serves as an advisory body to the City Council on the various housing programs offered by the City of South Gate. These programs include the Section 8 Voucher Program and the Rental Rehabilitation Program. Meetings take place on the 2nd and 4th Tuesday; as needed, at 6:00 p.m. at the Civic Center Building. PARKS AND RECREATION COMMISSION The Parks and Recreation Commission serves as an advisory panel to the City Council on matters related to the city's parks and its recreation programs. Commission meetings are open to the public and members of the public are allowed to address the commission on any parks and recreation related issue. Meetings take place on the 2nd Thursday of each month, at 7:00 p.m. at City Hall’s Council Chambers.

PLANNING COMMISSION The Planning Commission reviews matters related to land use, planning law, environmental, and developmental issues. The commission holds regularly scheduled public hearings to consider such land use matters as the general plan, specific plans, site plans, rezoning, use permits and subdivisions. The City is providing new ways to connect with local government by establishing a presence on Facebook, Twitter and Instagram. We encourage all residents who use these online services to sign up to receive City news and updates. Links to the City's social media sites can be found at www.cityofsouthgate.org/ socialmedia. The City of South Gate launched its first official mobile application last year. The free mobile app helps streamline the process of reporting service issues and improving communications between the City and residents. The user-friendly app allows anyone to take a picture of an issue or problem within the City and report it to City staff instantly. Other features include the South Gate – In the Know news feed and a one touch option to call City Hall. The app is now available for both Android and iOS devices by searching “South Gate Connect” in the Google Play Store and App Store.

In addition, the City offers a “Notify Me” feature on the City website which allows you to subscribe to an unlimited number of email lists. Receive email or text message updates regarding the information you have requested. You can decide what type of information you want to receive and can choose to unsubscribe at any time using a link within the e-mails.

Effective January 12, 2016, job seekers will be able to quickly apply online for numerous currently open positions via cityofsouthgate.org. Paper applications will no longer be utilized. Using this technology, Human Resources and department managers can access online records to expedite hiring and provide greater accountability when selecting new employees. This new software also streamlines the job search and application process for job seekers.

Storm Preparation is Still Important The City of South Gate continuously works to ensure that it is ready to respond in the event of a severe storm. The following list illustrates some tips that all residents and business owners should continue to take in-between the El Niño storms: Clean out all gutters, ditches and drainage systems * Discuss evacuation procedures with family * Create an emergency kit * Keep sandbags handy for waterproofing. Firestone Regional Well No. 27 Is Up and Running Corridor Capacity The much anticipated Well No. 27 project has been completed! For the past 3 years, the City of South Gate has been working hard to rehabilitate the Well. Construction began on November 5, 2012 and was completed on November 12, 2015. This Well has not been in operation in over 10 years! Thanks to City staff, the Well is now fully operational and supplying clean, safe, and quality water to South Gate residents.

Enhancement Project

The Firestone Regional Corridor Capacity Project aims to improve the flow of traffic and increase pedestrian and driver safety along Firestone Boulevard by adding lanes, traffic signals, and raised medians. These beautifully landscaped medians are proven to improve traffic and safety, especially in areas like Firestone Boulevard where there is a mixture of pedestrian and vehicle traffic. The City is in the concept planning phase for this project and is currently conducting extensive outreach efforts to spread the word

South Gate Police Department Hosts Events That Helps Bring Awareness to Domestic Violence The Family Violence Prevention Program of the South Gate Police Department hosted two events to bring awareness to the community during the Domestic Violence Awareness month in October. The first event took place on October 23rd during the Homecoming football game at Legacy High School. This event brought awareness and education to our younger community members. The second event “Sweat It Out for Domestic Violence” took place on October 24th during “Family Day at the Park” at South Gate Park. The community was invited to Zumba for 20 minutes to show solidarity with domestic violence victims who suffer in silence. The Family Violence Prevention Program would like to thank their sponsors for their generous contributions and monetary donation in 2015. This program assists victims of domestic violence by giving them the tools they need to live a violence free life. Many of our victims have suffered in silence for many years and it is rare for them to experience kindness. On their behalf, THANK YOU.

Safer Routes to School trian walking path, pedestrian countdown signals, speed awareness signs, pavement rehabilitation, flashing beacons, and the installation of a median. Additionally, a playground will be added to provide a fun, safe place for kids to play after school.

The State Street and Safe Routes to School Cycles 8 and 9 project began construction in November of 2015. This project includes several improvements to the South Gate community in order to improve the quality of life for residents and to provide safer walking and biking routes for students. These improvements include the addition of a lighted bike path alongside a pedes-

The area is currently in construction, and is estimated to be completed this Winter. Through this project, we hope to strengthen our community image, sense of place, and promote health and fitness for our youth.

Business Connection Newsletter The South Gate Police Department is currently seeking residents interested in becoming Block Captains and starting a Neighborhood Watch group in their block. Neighborhood Watch is a Crime Prevention Program of a group of residents who want to make their neighborhood safer by working with law enforcement to reduce crime. Block Captains help maintain the safety and well being of their neighborhood by coordinating meetings and activities for their block. Qualities of a Great Block Captain * Uses good communication and negotiating skills * Sees the position as a civic duty * Conducts meetings effectively and efficiently * Does not get discouraged easily * Has a long range vision for neighborhood & community improvement

South Gate recognizes the importance of maintaining a state-of-the-art water system to continue to provide its residents with clean, clear, drinking water. On January 12, 2016, the City Council awarded a construction contract to install the Elizabeth Reservoir and a new Water Well (No.29). This $14.1 million dollar project includes the installation of various state -of-the-art amenities that will significantly improve the reliability of the City’s water system. The installation of the Elizabeth Reservoir, which will be able to store 1.8 million gallons of water, will be conducted at the Well No. 28 Site. In addition to the new reservoir, a new booster pump station and piping upgrades will be implemented.

The addition of this improved, state-of-the art water system will provide a better quality of life for its residents by providing clean, clear, potable water to be used for everyday activities. Construction began in January 2016 and will continue through August 2017. On Sunday, May 15, 2016 the cities of South Gate, Huntington Park, Lynwood, Los Angeles, and LA County will be participating in the “open-streets” event named CicLAvia Southeast Cities. The event will temporarily close 9.5 miles of designated streets to vehicle traffic and will open the streets to pedestrians, bicyclists, runners, families and anyone who wants to experience the southeast cities from a new perspective.

Blvd. to Alameda Street, Tweedy Blvd. from Long Beach Blvd. and end at the Los Angeles River Trail. The route along South Gate Park will host food trucks, information booths, rest areas and much more. The free event will run from 9 a.m. to 4 p.m.

South Gate Closes it’s Streets for CicLAvia

The event is being funded by a grant CicLAvia received from the Metropolitan Transportation Authority. CicLAvia is a non-profit group that promotes public health, active transportation and public engagement. The goals of the event are to encourage a variety of sustainable transportation options, including biking, walking and the use of public transit, while also providing opportunities to encourage civic engagement. The proposed street route in South Gate will include the length of Long Beach Boulevard, starting from the City’s northern boundary with Walnut Park/ Huntington Park, a length of Firestone

Gateway District Specific Plan areas, and open spaces, planned around the future South Gate Transit Station.

The City of South Gate is preparing a Specific Plan (Plan) for the Gateway District. The Plan will define goals for a livable, vibrant, and pedestrian-friendly area, while accommodating vehicular, truck and bus transit traffic on Firestone Boulevard and Atlantic Avenue: one of the City’s busiest intersections. This Specific Plan would make it possible for the City to introduce shopping, entertainment, jobs, civic

The South Gate Transit Station will accommodate the future Eco-Rapid Transit system and link the City of South Gate to other employment regions, commercial areas, and residential neighborhoods and will grant South Gate residents, business owners and visitors alike, increased access to nearby transportation corridors including Amtrak, Metrolink and LA Metro’s Blue, Red, Gold, and Purple Lines.

South Gate Cierra Sus Calles Para CicLAvia 2016 El Domingo, 15 de mayo 2016 las ciudades de South Gate, Huntington Park, Lynwood, Los Ángeles, y el condado de Los Ángeles estarán participando en el evento "open-streets" llamado CicLAvia Southeast Cities. Rutas Mas Seguras Para Los Estudiantes El proyecto “State Street and Safe Routes to School Cycles 8 and 9” comenzó la construcción a principios de noviembre. Departamento de Policía de South Gate Anfitriona Eventos Para Crear Conciencia a la Violencia Doméstica

South Gate Hace Instalaciones Nuevas al Sistema de Agua La ciudad de South Gate reconoce la importancia de mantener un sistema de agua que proporcione agua limpia y potable para sus residentes. El 12 de enero de 2016, el Ayuntamiento adjudicó un contrato de construcción para instalar el Elizabeth represa y un nuevo Pozo Agua ( No.29 ). All patrons are required to show proof of address at the time of registration. All course fees must be paid in full at the time of registration. Senior Citizen rates, when applicable, will apply to only those who are 62 years of age and older. Children are not permitted in adult classes as participants or spectators. In case of rain, outdoor classes or leagues will be postponed to a later date. Please notify our staff immediately if we need to make any special accommodations for you or your child to participate. Some class instructors may not allow spectators in the children’s classes during instruction. Please check with the instructor of each class. Walk in registration for sports or recreational programs are accepted at both the Sports Center and the Girls Club House, EXCEPT for the following classes: Swim Lessons. All Swim Lesson registrations MUST be made in person at the Swim Stadium on the designated dates and times.

Program Registration Begins: March 7, 2016

If you are interested in registering online, please follow the directions that have been provided for you below. If you have any difficulties trying to register please contact our Parks Administration office at (323) 563-5479, our staff will gladly assist you with any of your registration inquiries. 1. 2. 3.

GENERAL REFUND POLICY A program may be canceled in the event minimum registration is not met by the specified deadline or 48 hours prior to the program. A full refund will be issued only in the event that a program is canceled by the Parks and Recreation Department. Refunds requested prior to the first day of class will be subject to a $10 processing fee. No refunds will be issued after the first day of class. Refunds will be issued by check and will be mailed within 4–6 weeks. No cash refunds. FEES Course fees vary and must be paid in full at the time of registration. ONE CHECK MAY BE WRITTEN FOR MULTIPLE CLASS REGISTRATION. Make checks payable to: City of South Gate. No post-dated checks will be accepted. Please Note: Cash, personal checks, and credit cards are excepted at all registration sites. ELIGIBILTY Registration is open to all residents of the community and surrounding areas. South Gate residents are encouraged to enroll early since some programs have maximum quotas. COMMUNITY EXCURSION INFORMATION Trip registration can be done at the Margaret Travis Senior Center, Monday - Thursday, from 8am-4pm or at the Girls Club House; Monday-Thursday from 8:30 am to 5:30pm. and fees must be paid when you register. Registrations can also be done on-line, see page 35 for more information. All departures leave from the Girls Club House. Please arrive 10-15 minutes before scheduled departure and check-in at the office with the trip escort. There is no grace period. Buses will depart and return from Girls Club House on time and as scheduled (traffic / weather permitting). COMMUNITY EXCURSION REFUND POLICY All cancellations must be made during our office business hours and there will be a $10 administration fee charged per person. Refunds are only granted if spaces can be re-sold.

In addition to the staff the center offers computers, NETFLIX, Playstation 4 (Madden, NBA, FIFA, MLB, Just Dance), homework and college application assistance, WIFI, mini basketball court, and a pool table. The Center gives you the chance to compete against your friends in tournaments of your choosing. You can also complete your volunteer hours through the various volunteer opportunities that the Parks and Recreation Department has to offer. Stop by today and bring a friend or make a few new ones along the way. The Teen Center is open Monday thru Friday from 4 p.m. to 8 p.m. and if you are looking for a place to form a new club or host a meeting for a club that you are a part of consider the Teen Center as your go to place. Group swim lessons have 6 to 8 students per class, depending on the level they are in. They are for kids 3-17 years old and are held Monday & Wednesday or Tuesday & Thursday between the hours of 5:00pm - 7:00pm, for four weeks. Each class is approximately 30 minutes in length. Each session of classes and times offered are based on the number of students who pass to the next level in the previous session. Parent & Child Aquatics (Level 1) - Introduces basic skills to parents and children. Parents are taught how to safely work with their child in the water. This includes: appropriate supporting/holding their child in the water, preparing and encouraging their child to participate fully in each skill. Children are introduced to basic skills that lay a foundation to help them learn to swim. Parent & Child Aquatics (Level 2) - Builds on the skills introduced in Level 1 and learns more advanced skills. Preschool Aquatics (Level 1) - Introduces the most elementary aquatic skills, which participants continue to build on as they progress through the Preschool Aquatics and Learn-to-Swim levels. Learn-to-Swim (Level 1) - Introduction to water skills: Participants learn the basic personal water safety information and skills, to help participants feel comfortable in the water and to enjoy the water safely.

PRIVATE/ SEMI-PRIVATE SWIM LESSONS FOR YOUTH One-on-one instruction is great if your child needs undivided attention from the instructor, or your child is a fast learner and you want them swimming all four competitive strokes like Michael Phelps and Missy Franklin sooner rather than later. Private swim lesson classes for children, ages 3-17, are offered Saturday mornings for four consecutive classes. Private lessons are taught one-on-one. Semi-private lessons are taught in a group of 2-3 students of like skill. Class time is approximately 30 minutes for Youth (ages 6-17), and approximately 20 minutes for Tiny Tots (ages 3-5). Learn-to-Swim (Level 2) – Fundamental Aquatic Skills: Participants learn to float without support and to recover to a vertical position. This level marks the beginning of true locomotion skills. Participants further develop simultaneous arm and leg actions and alternating arm and leg action on the front and back that lay the foundation for future strokes. Learn-to-Swim (Level 3) – Stroke Development: Participants learn to swim the front crawl, elementary backstroke, scissor kick, dolphin kick, and how to tread water. Participants will also learn the rules to entering the water headfirst in 9 feet deep of water. Learn-to-Swim (Level 4) – Stroke Improvement: Participants in this level learn to improve their skills and increase their endurance by swimming already learned strokes for greater distances. Participants also start to learn the back crawl, breaststroke, butterfly and the basics of turning at a wall. Learn-to-Swim (Level 5) – Stroke Improvement: Participants will refine their performance of all the strokes (Front crawl, back crawl, butterfly, breaststroke, elementary backstroke and sidestroke) and increase their distance. POOL RENTAL INFORMATION We rent out the pool for birthday parties, baptisms, business parties, swim meets, water polo tournaments and more. The South Gate Swim Stadium is an indoor Olympic size heated swimming pool with a large outdoor patio for dinning, music and extra seating. Reservations are taken in person on a first come, first paid basis and can’t be made less than 14 days before the event. Pool Rental Fee $150 per hour for a group of 150 guests. ADULT SWIM LESSONS Fee: $43 per person Let your summer vacation be filled with all the wonderful aquatic experiences available to you because you learned how to swim at South Gate Swim Stadium this spring. Safety in and around the water is important to enjoying the aquatic environment your whole life through whether you go on vacation or not. Classes are held twice a week for four weeks. LIFEGUARDING CLASS Your first summer job could be the best time of your life! The Parks & Recreation Department will be offering FREE Open Play soccer for adults at Goals Soccer Center. As part of the City's agreement with Goals, the Department is able to provide RESIDENTS ONLY with this great opportunity to play soccer in the premier 5 vs. 5 facility in the country. DECORACIÓN CON GLOBOS

Esta clase ha sido diseñada para niños de 2 años de edad. La clase les enseñara a convivir con otros niños de su edad antes de que comiencen la escuela. Les enseñaran canciones, juegos, y otras actividades. Padres necesitan estar presente durante la clase. Este curso es de 9 semanas. Para poder registrar a su hijo para esta clase debe ir personalmente a la oficina del Girls Club House al (323) 563-5447.

Aprenda a decorar todos sus eventos especiales con arreglos hechos de globos. Todos los niveles son bien venidos. Aprenderá hacer arreglos para bodas, quinceañeras, cumple años y muchos mas. CLASES DE TOT TIME Esta clase es para niños entre 3 - 5 años de edad. Se les enseñaran los colores, números, el alfabeto y los ayudaran a socializarse con otros alumnos de su propia edad. Se necesitara el acta de nacimiento de cada niño para poder registrarlos. El espacio para cada clase es limitado, por favor de apresurarse si desea registrar a su hijo. Para poder registrar a su hijo para esta clase debe ir personalmente a la oficina del Girls Club House.

CLASES DE BAILE Se ofrecen una variedad de clases de baile, para niños y niñas que desean aprender a bailar el Hip Hop, Folklórico, Jazz, Tap, Ballet, Cheerleading y Salsa Bachata. Registraciones para los paseos se llevan a cabo en la oficina del Girls Club House, localizada en el 4940 Southern Ave, de Lunes a Jueves de 8:30 am - 5:30 pm. También puede ir al Margaret Travis Senior Center localizado en el 4855 Tweedy Blvd., de Lunes a Viernes, 8:00 am - 5:00 pm. Para poder inscribirse debe dejar sus boletos pagados. Todos los paseos se llevaran acabo, no importe el clima o al menos que nuestra oficina le deje saber. Por favor de llegar 10-15 minutos antes que salga el autobús. Su puntualidad es de suma importancia, no se esperara a nadie. Todos los paseos saldrán y regresaran al Girls Club House. Rembolsos: No se harán rembolsos ese día o de ultima hora. Los rembolsos solo se dan si podemos garantizar que su boleto se pueda volver a vender.
