En el área técnica, administrativa y financiera se ha desarrollado la organización y dispuesto de los recursos necesarios para la implementación de los objetivos y líneas de acción priorizadas en el Plan Estratégico 2015-2025. In the technical, administrative and financial area the organization has developed and provided the necessary resources for the implementation of the objectives and lines of action prioritized in the Strategic Plan 2015-2025 .

4. Fortalecimiento al apoyo a los ministerios y secretarías de Agricultura y Ganadería 4. Strengthening support for Agriculture Ministries and Secretaries of Agriculture and Livestock 4.1 Las reuniones de trabajo con Ministerios y Secretarías de Agricultura se han sistematizado al más alto nivel para fortalecer la gestión administrativa, financiera y técnica de las Representaciones, priorizando la atención a las necesidades de los Ministerios de los Estados de la región en materia de sanidad agropecuaria e inocuidad de los alimentos. 4.1 The meetings with Ministries and Departments of Agriculture have been systematized at the highest level to strengthen the administrative , financial and technical management of Representatives , giving priority to the needs of the Ministries of the member States at the region in health agricultural and food safety .

5. Nuevos acuerdos y convenios de cooperación 5. New agreements and cooperation agreements 5.1 Convenio con el Servicio de Inspección de Plantas y Animales del Departamento de Agricultura de los Estados Unidos (USDA/APHIS, por sus siglas en inglés), para el apoyo a los sistemas de vigilancia epidemiológica de enfermedades transfronterizas, fiebre aftosa y gusano barrenador. 5.1 Agreement with the Inspection Service Animal and Plant United States Department of Agriculture (USDA / APHIS , for its acronym in English ) , to support the surveillance systems of transboundary diseases , FMD and screwworm 5.2 Convenio con la Organización Mundial del Comercio (OMC) para la ejecución del proyecto “Acreditación y pruebas de diagnóstico en los laboratorios de sanidad animal” financiado por el Fondo para la aplicación de normas y el fomento del comercio internacional (STDF). 5.2 Agreement with the World Trade Organization (WTO ) for implementing the project "Accreditation and diagnostic tests in animal health laboratories " whit financial support by the Fund for the implementation of standards and the promotion of international trade ( STDF)
5.4 Convenio con el Consejo Superior Universitario Centroamericano (CSUCA) y Universidades públicas y privadas de México, Belize, Guatemala, El Salvador, Honduras y Nicaragua para ejecutar programas de capacitación, investigación y transferencia de tecnología. 5.5 Convenio con MAGA Guatemala y MIDA Panamá para la operación y administración del programa y sistema de trazabilidad bovina. 5.6 Renovación del convenio con el Centro Nacional de Sanidad Agropecuaria (CENSA) de Cuba para el establecimiento de las bases generales de cooperación técnica en las áreas de salud animal, sanidad vegetal. 5.4 Agreement with the Central American University Council ( CSUCA ) and public and private universities in Mexico , Belize, Guatemala , El Salvador, Honduras and Nicaragua to implement training programs , research and technology transfer. 5.5 Agreement with MAGA Guatemala and MIDA Panama for operation and administration program cattle traceability system 5.6 Renewal agreement between OIRSA and National Center for Agricultural Health ( CENSA ) Cuba for technical cooperation in the areas of animal health, and plant health.
6. Gestión de proyectos/ Project Management 6.1 Fortalecimiento de la región del OIRSA en el control del Huanglongbing y la implementación del manejo integrado de plagas en los cítricos Fase II. En esta fase se busca llegar a los productores para que apliquen las tecnologías desarrolladas en Taiwán. 6.1 Strengthening the OIRSA region in Huanglongbing control and implementation of integrated pest management citrus Phase II . In this phase it seek OIRSA and countries to reach farmers to apply technologies developed in Taiwan.

Proyecto Regional de Legislación Veterinaria para los países miembros del OIRSA Regional Veterinary Legislation Project for the OIRSA member countries • Proyecto ejecutado con aporte financiero de la Organización Mundial del Comercio (OMC). • Se elaboraron y aprobaron los instrumentos técnicos legales para instrumentalizar los marcos jurídicos nacionales: a) Propuestas de Normativas para brucelosis bovina, tuberculosis bovina y enfermedad de Newcastle. b) Manuales de procedimientos para brucelosis bovina, tuberculosis bovina y enfermedad de Newcastle. • Las Propuestas de Normativa se remitieron a las Secretarías de Integración Económica Centroamericana (SECAC y SIECA), para trabajar en su adaptación y su posterior aprobación y aplicación.
• Project implemented with financial support from the World Trade Organization (WTO ) . •Technical legal instruments to instrumentalize national legal frameworks were developed and approved : Proposed Regulations for bovine brucellosis , bovine tuberculosis and Newcastle disease . Procedure manuals for bovine brucellosis , bovine tuberculosis and Newcastle disease . • The Proposed Regulations were sent to the Ministries of Economic Integration ( SIECA SECAC and ) to work on their adaptation and subsequent approval and implementation.

“Descripción, Uso y Manejo del Diagnóstico Digital a Distancia por Imágenes (DDDI)” se desarrolló del 21 al 22 de diciembre de 2015, en la Ciudad de Panamá, en el taller se capacitó a 13 funcionarios de la Dirección Ejecutiva de Cuarentena Agropecuaria del MIDA. El capacitador fue el Entomólogo Mauricio Lagos. " Description, Use and Management of Digital Remote Diagnostic Imaging ( DDDI ) " was developed from 21 to 22 December 2015 , in Panama City , in the workshop 13 officers from the Executive Directorate of Agricultural Quarantine MIDA were trained.
