A Message From The President Well by now, unless you never leave your house and don’t own a TV or computer, you know that Christmas season is in full swing! And at the time I am writing this, we have exactly 6 weeks left in 2022. It would be too cliché for me to say that time flies, so I won’t say it… What this time of year always does for me though, is to clarify perspective. It reminds me of what is truly important in life. And while homebuilding has been a very important part of my life for 25 years now, it honestly doesn’t even make the ‘top ten’ list for me. It’s my career, and I love every aspect of it and will work in it until I retire or unless and until God calls me to do something completely different. But what truly has value in my life are the family and friends around me that enrich my life.

Without getting too ‘deep’ here, our jobs, while important in that they provide a means to an end for each of us (money to buy stuff, especially the life-sustaining ‘stuff’ like food, clothing, and shelter), they pale in comparison to what ultimately matters – PEOPLE. People matter. All people matter. And how you and I treat people matters. Be kind always, to everyone. That means to the grocery store clerk who didn’t say hello or give you a smile. The driver who just cut you off. The slow driver in the left lane (stepping on my own toes here…). The coworker who has a terrible attitude. The trade contractor who never shows up on time. The boss who is over-demanding and under-paying. And the family member who always takes but never gives. In these types of situations, most of us feel we have the right (some would unfortunately say duty) to treat these people without kindness. But what I am reminded of often, is that each of these people were made by our Creator who loves them deeply, in spite of their flaws. So for me, to strive for anything less is just unacceptable. Perspective. There’s that pesky word again. Isn’t it just easier to live life moment by moment, without giving thought to anything greater or more significant, and be reactive to every situation in life. Well, yes, easier. But I promise you, this type of living will not bring about a life surrounded by people who care about you. However, if I take a big picture, long-term view of life, I can’t help but be moved to be kind and caring towards others. Every ‘other’ that crosses my path. Each and every one of them was created in the image of my Creator, and therefore has significance, and I am to treat them accordingly. So as we approach this wonderful time of year, add some intentionality to your life, and treat those around you with kindness. Take extra time with the family and friends you love the most. Reach out to someone you hadn’t talked to in a while. Celebrate daily the life you’ve been given. Make people your mission. And hopefully, you will make kindness a new habit that will last all through the year!

Carol’s Corner Final Stretch of 2022!! Hope you have enjoyed all of the networking opportunities provided by the HBA. Jenn’s Insights As we enter the holiday season, I am making it a goal of mine to slow down and savor the little things. I encourage all of you to do the same. HBA & SMC events can be great opportunities to practice this habit of enjoying the moment. Getting together with friends and colleagues to connect on a more personal level is something we often take for granted. I encourage you to attend one of our events and truly savor the relationships and conversations. Your next opportunity to do this with fellow HBA & SMC members is the Installation of Officers & Holiday Party on December 9th at the DeSoto. This event will also include the HBA Live & Silent Auction. We are super excited to use the event app, “Auctria” again this year to make bidding a breeze. Please RSVP if you haven’t already! Government & Regulatory Affairs Update The longest serving Speaker of the House in the Nation, David Ralston, Republican Representative from Blue Ridge, Georgia died on Wednesday, November 16th after a relatively short illness. Ralston served in the Georgia Senate from 1992 to 1998 before making an unsuccessful bid to become Georgia’s Attorney General, and returned to his law practice in the Georgi Mountains. He returned to the Capitol in 2003 after winning election to House District 7, which includes Fannin and Gilmer counties and part of Dawson County. He was elected by the House in 2009 as Speaker, and served for 13 years. With the death of Speaker David Ralston, State Rep. Jan Jones (Milton) automatically rises from her post as Speaker Pro Tem to become the 74th Speaker of the Georgia State House: the first-ever “Madam Speaker” in Georgia history. She will return to her post as Speaker Pro-Tem in January after the leadership elections on the first day of the 2023 Legislative Session. Mike Vaquer HBA Government & Regulatory Affairs Director

As Speaker Ralston had announced several weeks ago that he would not continue to serve as Speaker for the upcoming session due to health concerns, members of the House Republican Caucus met at the Capitol on November 13th to nominate new leadership for the House. Sylvania’s Jon Burns was named the Speaker Designate by the House Republican Caucus, Jan Jones remains the nominee to continue her service as Speaker Pro Tem, and Representative Chuck Efstration assumes the role of House Majority Leader. Democrats hold 79 seats in the House, and they will elect their leadership in the next two weeks. On the Georgia Senate side, there are 33 Republican and 23 Democrats totaling 56 State Senators A special election will be called to elect an individual to fill the seat vacant die to Ralston’s death.

Government & Regulatory Affairs Update Cont’d ELECTIONS Just when you thought it was safe to go out or watch the TV without the barrage of political commercials, December 6th becomes the next focus of political turmoil in Georgia. As one of the few states with a 50% +1 vote requirement for a victory, neither Senator Raphael Warnock (D) nor challenger Herschel Walker (R) tallied up enough votes to actually win. And while center of the entire US political world seemed poised to be this race to determine control of the Senate, results in Arizona and Nevada sealed the deal with the current numbers giving the Democrats 50 seats, the Republicans 49 seats. And while unbelievable mounds of cash and an invasion of non-Georgia political operatives to push one or the other candidate across the goal line, the control of the US Senate is no longer a question. So, with a limited number of early voting days, and no Saturday voting because of a very odd quirk in our elections law, we will know who will join Senator Jon Ossof, as our second US Senator. On the State level, just as a brief recap (as if you needed one), all Georgia Constitutional Offices were won by the Republican candidates. The Georgia Senate remain in the control of the Republicans, as does the House, however the House did see their margin drop from 103 of 159 seats, to 101 seats. Locally there was no change with incumbents returning to their seats, and Representative Derek Mallow moved from the House to the 2nd Senatorial District, and Representative Anne Allen Westbrook and Senator Billy Hickman joining as members of the Chatham County Delegation. TSPLOST UGH. Not much more to say, other than that the margin was very close (50.7% No, 49.3% Yes) with supporters, led by the Chamber of Commerce spending over $150,000 to push the issue forward, while the opponents funding of a victory with less than $5,000. Failures on many points – discuss among yourselves. LOST Negotiations Local electees have yet to reach an agreement on Local Option Sales Tax proceeds distribution among the local governments which is by law used to reduce property taxes directly. We expect an agreement to be reached (Fulton County and their 15 local governments reached an agreement at the end of October) before LOST terminates at the end of the year. Failure to reach agreement will result in massive property tax increased in all jurisdictions and the ability to renew LOST will require the passage of legislation and a local referendum. The local municipal leaders have made a formal offer of agreement to the County Commission Chairman, so there is some movement on the issue, if not agreement at this moment. Again - talk among yourselves. IMPACT FEES – SAVANNAH The City of Savannah continues a slow crawl toward considering adoption of Impact Fees, however the timeline has slipped somewhat as the details are beginning to be discussed. At a City Council workshop in Mid-November, staff presented a timeline that now projects development of an Impact Fee Ordinance in early January with consideration and potential action to follow. Still under consideration are the size of the actual Impact Fees (originally $5,000 per ERU, possibly now in the $3,000 - $4,000 range), modification of the focus areas (Recreation, fire, police, roads), exemptions for certain activities (affordable housing), and credits for independent development within the four categories. From comments during this workshop, it is apparent that there is a wide range of understanding of what this Impact Fee proposal would do, and how it would work. One example is discussion of how and when the fee would be collected, with confusion over actual collection at the point of the issuance of a building permit, as opposed to impact fees being imposed and collected at the time of approval of the development. Discussion focused on having developers incur the cost of the Impact Fee, rather than the eventual buyer of the home.

Government & Regulatory Affairs Update Cont’d From what I am seeing and hearing, I am not certain that this will move forward at this time. The path forward calls for a final meeting of the Impact Fee Advisory Committee, two public hearings, finalization of the Methodology Report, staff recommendations on the scale and scope of the actual Impact Fees, Exemptions, Credits, development of an actual City of Savannah Ordinance, and two public hearings prior to adoption by the City Council. Given that this is an election year for the Mayor and Aldermen, and what appears to be limited support, we will have to see just how this concept unfolds. Keep in mind that the Mayor opined at this Workshop that Staff had done what Council had requested, and the Impact Fee concept and proposal is far more complicated than anyone anticipated when this effort was initiated. I do not think that this proposal will go away, but I will not be surprised to see it tabled for more study and contemplation. Oh, and with the assistance of legal staff and an outside consultant, HBAGS did submit comments to the Mayor and Aldermen, Staff, City Attorney, the Coastal Regional Commission, and Department of Community Affairs on the Capital Improvement Element and Methodology Report on November 10th – 27 pages of highly technical comments. Engineers and Developers Committee The Engineers and Developers Committee has been renamed the Government Affairs Committee as of January 1, and for the First Quarter of 2023 meetings will be held on Monday mornings at 9 AM to accommodate my work at the Capitol during the Legislative Session. In May, meetings will be held on the First Wednesday of the month, at the same time. Actual Dates of the meeting will be posted on the HBAGS Web-site. There will be no changes in programming or in the monitoring and notifications that Kati Vaquer, my legislative assistant, provides to the membership. If there are others in your organization who you want to receive these notifications, please let us know so that we can add them to our distribution lists.

NAHB Chairman Jerry Konter Gives Recap of NAHB Fall Leadership Meetings

NAHB Supports Construction Career Exploration in Nation’s Capitol NAHB participated in The Big Build on Nov. 5 at the National Building Museum in Washington, D.C. The event's goal was to introduce kids to a wide range of building skills, inspire curiosity and explore various hands-on activities from construction industry professionals, such as roofing and remodeling. The Big Build attracted thousands of children and their families from the nation's capitol region including, Maryland, Virginia and Washington, D.C. Nearly two dozen exhibitors, including NAHB, helped children learn about various trades and how building contributes to improving communities. The action-packed day included a naildriving contest and a structural engineering station with an earthquake simulator to demonstrate how structures can be more stable. Long lines formed at NAHB's booth in the Great Hall of the Building Museum. NAHB's Workforce Development, Student Chapters and Young Professionals staff engaged kids and parents at the booth by handing out NAHB-branded stickers, careers in construction flyers and The House that She Built swag.

The main attraction at the NAHB booth was the construction "snack-tivity," which consisted of building a house using only edible materials. With graham crackers, icing, pretzels and candy, staff encouraged the children to be creative and problem-solve while constructing their homes. "The NAHB booth was buzzing with excitement not only from the kids but from the parents," said Greg Zick, AVP Workforce Development. "NAHB is proud to play a pivotal role in helping to inspire kids to consider a career in construction in our nation's capitol." Also at the event was The House that She Built book booth, which gave out free copies of the book compliments of MiTek. In addition, the author Mollie Elkman, read in the Storytime room and autographed books. HBAG-SUPPORTED APPRENTICESHIP PROGRAM WILL HELP BUILD CONSTRUCTION INDUSTRY WORKFORCE POOL HBAG recently designated workforce development as one of our top priorities. And during the 2022 legislative session, we played a key role in supporting Senate Bill 379 -- Georgia's historic Apprenticeship bill. HBAG staff was active in hearings concerning the bill at the Capitol, and testified on the benefits of the bill and the need to help build a workforce pool in the construction industry in Georgia. The bill passed and was signed into law by Governor Brian Kemp. And now it's paying off. Late last week, Gov. Kemp and the Technical College System of Georgia announced the award of $1 million for the inaugural Registered Apprenticeships program as part of the High Demand Career Initiative. These investments will create 120 new apprenticeships throughout the state across three industries including construction, healthcare, manufacturing. In the first round of awards 11 companies in the construction industry were chosen (see list of awardees) to receive $550,000 and offer 45 apprenticeships. More will be awarded next year. "Providing opportunity for hardworking Georgians to thrive has always been and will remain a top priority for my administration," said Kemp. "Apprenticeships open doors both for our students to gain quality, on-the-job experience and for employers to fill their workforce needs. This innovative approach will ensure the next generation has the skills they need to succeed in the best state to live, work, and raise a family."

HBA SUPPORTS & ATTENDS SKILLS CHALLENGE EVENT FOR HIGH SCHOOL STUDENTS The HBA was honored to be a Title Sponsor for the 2022 Skills Challenge in Statesboro! HBA staff, HBA Vice President John Mowry, HBA Treasurer Josh Waters and HBA Associate VP Carol Stone were all present for this special event. As part of the Title Sponsorship, the HBA was able to set up a table and interact with students from across the area. The HBA was happy to support the trades and the future of our industry through SkillsUSA. SkillsUSA is a partnership of students, teachers and industry working together to ensure America has a skilled workforce. We help each student excel. Home Buyer Perceptions are Changing The home-buying landscape has changed due to the pandemic and record-high inflation. As interest rates have gradually increased this year, some buyers have been met with challenges. However, according to the National Association of Home Builders (NAHB), higher interest rates have priced out some buyers this year, but not all of them. In the latest Housing Trends Report from NAHB, in the third quarter of 2022, 59% of prospective buyers had moved beyond the planning phase and become fully engaged in the buying process, up from 46% in the first quarter and 49% in the second quarter of the year. The report showed that the share of prospective buyers actively searching for a home rose in every region in the country. The report also revealed that prospective buyers expect housing availability to improve. In the third quarter of 2022, 37% of buyers expect the home search to get easier in the months ahead. For-sale inventory and less competition from buyers are likely driving the improvement, according to NAHB economists. Housing availability expectations also improved across the country from the second to the third quarter of this year. The housing market has changed recently, yet one facet of the industry has stayed the same: Homeownership remains the American Dream for millions of families. The most recent Census Bureau’s Housing Vacancy Survey (CPS/HVS) shows that about two-thirds (66%) of Americans are home owners and homeownership rates of adults in nearly all age groups increased over the last year (except those households aged 65 years and over). Homeownership builds stronger communities, provides a solid foundation for family and improves the quality of life for millions of people. For today’s home buyers, new homes feature floor plans that suit modern lifestyles and include laundry rooms, ENERGY STAR windows and appliances, patios/ front porches and walk-in pantries for convenience and comfort. 2022 Georgia General Election Results The Home Builders Association of Georgia and our State Capitol Lobbying Team at Troutman Pepper Strategies have compiled an in-depth elections report from the November 8th General Election. All results in this report are preliminary totals provided by the Office of the Secretary of State and may change over the next few days. The results in this report reflect vote totals as of 9:00 AM on Wednesday, November 9, 2022, when 96.86% of precincts have reported results. Most races have been called, but final percentages and vote totals may change. U.S. SENATE ELECTION At the time of this report, no candidate has received a majority of votes in the U.S. Senate general election, and the race is too close to call. If no candidate receives a majority of the vote, the two candidates that received the most votes, Senator Raphael Warnock and Herschel Walker, will advance to a runoff election. The general election runoff will be held on Tuesday, December 6, 2022. GEORGIA STATEWIDE ELECTIONS—Republicans won all races for statewide elected offices in Georgia. GOVERNOR—Governor Brian Kemp (R) has won the general election for Governor. LIEUTENANT Governor—Burt Jones (R) has won the general election for Lieutenant Governor. HBA DELIVERS SCHOOL SUPPLIES TO AREA SCHOOLS Christmas came early for Bryan County Elementary, Springfield Elementary, and Sarah Mills Hodge Elementary Schools!
