A Message From The President I want to thank everyone who attended the19th Annual Summit Awards & Casino Night this past week. Even though I was unable to attend, I heard it was a great turnout that showed support for the HBA & SMC.

2023 is in full swing and continues to be busier than ever for our industry. In February, several builders and associates were in Atlanta at the winter board meeting and legislative reception. Several developers and builders from our local HBA broke away to meet with the Governor’s executive staff to discuss workforce housing and lack of infrastructure. The meeting was effective and we hope to see some positive shifts coming our way. Back in Savannah we had a great turn out for both the diamond event and golf tournament. Both events were a great success and yielded exciting celebrations and mingling within our industry. If you have never been to a Government Affairs Committee meeting, you are missing out. April speaker was Roger Moss, President of the SCCPSS. Mr. Moss spoke about his vision and the direction he would like to see the SCCPSS go towards. Coming later this month we have Domonic Purviance from the Federal Reserve Bank of Atlanta speaking at the April HBA Monthly lunch meeting. This will take place at Carey Hilliard’s on April 13th. You will want to reserve your seats before they sell out. Last year it was a packed house. Be on the lookout for upcoming events and member networking opportunities that are being planned as we speak. I want to remind you again, your involvement and ideas are keys to a successful membership and association Please take this opportunity to get involved, join a committee, share your ideas recruit new members, and help retain those members already here. Together let’s keep up the momentum for a successful year ahead.

Priscilla’s Ponderings Whew.....we made it! Q1 has been packed with back to back award ceremonies, ending with the 19th Annual Summit Awards and Casino Night. Once again, I'd like to personally congratulate all of the award recipients. You all are amazing! Our industry and association is all the better because of you. Not to mention... you all looked fantastic in your all white!! Looking ahead to Q2, our amazing builders are pumping inventory into our market as quickly as they can. Now is the time to really get familiar with their product availability, communities, and incentives. One of the best ways to do so is coming to the monthly meetings. Government & Regulatory Affairs Update IMPACT FEES As reported last month, the City of Savannah did adopt Impact Fees with an effective date of July 1, 2024 and at this time the staff is working to put into place whatever will be needed to set up a complete new permitting program. One of their first steps is to create a web-link on the City of Savannah Website and that link is found here: https://www.savannahga.gov/impactfees While there is not much new information posted, this will be the site to look to in order to understand how this program will be managed by the City of Savannah.

GOVERNMENT AFFAIRS COMMITTEE Our speaker for our Monday, April 3rd Government Affairs Committee meeting will be Savannah Chatham Public School System School Board President Roger Moss. Mike Vaquer HBA Government & Regulatory Affairs Director

Roger Moss is originally from Chattanooga, Tennessee. He holds B.A. degree in interpersonal communications from Wheaton College in Wheaton, Illinois. He has over 20 years of experience in advertising, ranging from working with radio stations to marketing the whitewater venues for the 1996 Olympics. He is co- founder of the Savannah Children’s Choir.

His commitment to education led him to work with parents, educators, and stakeholders on the founding board of Savannah Classical Academy. When he is not founding and running non-profits Roger is a sought-after singer. He has performed with the Savannah Symphony, Hilton Head Symphony, Beaufort Symphony and Memphis Opera. He serves on the Chatham County Board of Health, Habersham YMCA, Savannah Repertory Theatre, and Savannah Philharmonic boards of directors. We hope to hear from President Moss about his plans moving forward with the

selection of a new Superintendent, ongoing work on new and revitalized schools, perhaps a sneak peak at the next round of eLOST, and insights on the impacts from the current inflow of Korean students, and impacts very large numbers of families coming to the region will have on both public and private education.

Government & Regulatory Affairs Update (Continued) LEGISLATION We are a mere three days from the conclusion of the 2023 Session of the General Assembly, and by the time this is published, the members will have gone home…there will be winners and losers, and the sun will still come up……. The main legislative focus is HB 514 which focused on two distinct issues: Moratoria and fee application for certain sized housing. It sets a limit on a Moratorium to 180 days or less, and does not allow a subsequent Moratorium on the same issue to become effective until a minimum of 180 days has passed, unless there are certain “planning” activities underway. While this was changed in the House to only apply to single family residential developments –

significantly watering down the value of this restriction, the Senate restored the original language to apply to all residential developments. The second issue sets limits on the use of development fees, and allows local governments to “abate, exempt, or waive any fees…….that relate to single-family developments…..of less than 2,500 square feet”. We still are not certain how this language interfaces with the State Impact Fee Act, nor if this legislation will ultimately pass. HB 517 which focused on local design standards only received a hearing in the House with no further action. Two other separate items of interest were floated late in the session, and these also deal with Impact Fees for education in jurisdictions that experience more than a certain amount of growth over a specific period of time. This proposition has been attempted in years past by a few of the fastest growing counties surrounding Metro ATLANTA, but it never gained any traction.

ELECTIONS While 2023 is generally an off year for elections, several jurisdictions, including Pooler, and the City of Savannah are gearing up for elections. At this writing, all current member of Savannah’s City Council have announce their intention to run for another term, with the exception of At Large Alderwoman Kesha Carter Brown who will be challenging incumbent Mayor Van Johnson.

The municipal election for the City of Pooler will see seven positions open: Mayor and six (6) City Councilmembers. These are all non-partisan, at-large (city-wide) positions. We are several months away from actual qualifying for these seats with the election on Tuesday, November 7th. As we get closer we will provide more information on all of the elections in Chatham, Bryan, Effingham, and Liberty Counties, and in the fall we plan to have an pre-election roundtable reception/dinner where all candidates will be invited to deliver their “stump speech” to our members.

NAHB Chairman’s Update—March 2023

FED RAISES INTEREST RATES BY 25 BASIS POINTS; CREDIT CONDITIONS TO TIGHTEN The Federal Reserve’s monetary policy committee raised the federal funds target rate by 25 basis points but indicated that it was moving to a more data dependent mode as markets digest incoming risks for banks. The Fed is balancing two economic risks: ongoing elevated inflation and emerging risks to the banking system. The health of the regional and community bank system is critical to the availability of builder and developer financing — for for-sale, for-rent and affordable housing construction. We expect these conditions to tighten and will continue to monitor lending conditions via NAHB industry surveys. Federal Reserve Chairman Jerome Powell noted that near-term uncertainty is high because of these risks, as well as impacts from policy actions taken to shore up liquidity. Today’s increase of the fed funds rate moved that target to an upper rate of 5%. The Fed’s projections indicate that additional increases may be in store to achieve the level of tightening necessary to ultimately bring inflation back — over time — to the Fed’s target of 2%. The “may” in the prior sentence is intentional, as the more dovish tone of the Fed’s communication moves away from prior statements that additional firming of monetary policy is required without question. The Fed noted: “The Committee will closely monitor incoming information and assess the implications for monetary policy. The Committee anticipates that some additional policy firming may be appropriate in order to attain a stance of monetary policy that is sufficiently restrictive to return inflation to 2 percent over time.” Acknowledging the issues affecting a few regional banks, the Committee wrote: “The U.S. banking system is sound and resilient. Recent developments are likely to result in tighter credit conditions for households and businesses and to weigh on economic activity, hiring, and inflation. The extent of these effects is uncertain. The Committee remains highly attentive to inflation risks.” These challenges will result in tighter credit conditions, which will slow the economy and reduce inflation. 14 | Savannah HomeBuilder

NAHB RELEASES SALARY, BONUS AND BENEFIT DATA FOR 39 JOBS ACROSS THE

HOME BUILDING INDUSTRY Throughout the economy and across all sectors, millions of people have quit their jobs looking for better work-life balance, benefits, location or pay—a phenomenon now commonly referred to as the Great Resignation. These challenges have rendered recruitment and retention of human capital a pressing objective for most businesses, one that will help determine their success in the years ahead. The National Association of Home Builders (NAHB) recently released new industry averages on compensation and benefits for employees of single-family home building companies with the recent release of the Single-Family Builder Compensation Study, 2022 Edition. The study published by BuilderBooks, the publishing arm of NAHB, includes data collected on compensation and benefits for 39 common positions at single-family home building companies. Results from this survey provide single-family builders with current information that can be used to benchmark their employees’ level of compensation and benefits. The data was analyzed by region of the country, dollar volume, number of starts and number of employees on payroll. The findings are presented from two different perspectives: Across all 39 positions, giving a broad view of the full-time positions that currently exist at single-family building companies, as well as a comparison of average total compensation and benefits across positions; and also as a detailed view of each position’s average compensation and benefits. “This publication is an invaluable tool for any home builder,” said NAHB Chairman Alicia Huey, a custom home builder and developer from Birmingham, Ala. “Not only does it give builders a sneak peek into the average compensation and benefits at similarly sized businesses across the country, but it also serves as a benchmark and recruiting tool for hiring.” The Single-Family Builder Compensation Study, 2022 Edition is available for purchase in two formats—print ($149.95 Retail/$79.95 NAHB Member, ISBN 978-086718-800-04) and eBook ($89.99 Retail/$55.99 for NAHB Member, ISBN 978-086718-801-1) at BuilderBooks.com.

MARKETNSIGHT UPDATE A Huge Thank You to Augusta and Savannah! We were fortunate to be in Augusta and Savannah for our semiannual in-person MarketWatch events. We had great enthusiastic crowds, and the feedback has been very positive. We started these events in 2009, so we have been going to both cities for fourteen years now. We would like to thank everyone for allowing us to continue to visit and talk about the housing market. Also, these events would not be possible without our awesome sponsors. A big thank you to Colony Bank for sponsoring the Augusta event, and to BankSouth Mortgage for sponsoring the Savannah event! Even though our last survey of the 1,200 attendees at MarketWatch Atlanta showed that 77% still want to keep that event virtual, it is always a blast to get together in person when we have the opportunity. Pending Sales Mortgage rates hit 6.65% in the last week of February and continued their upward trajectory to 6.73% for the first week of March. The last time rates were above 6.5% was in November, at what has been the bottom to date. At that time, pending sales were down 45% against the previous year and down 33% against the benchmark year 2019. We will see what happens in the coming weeks, but it appears that some buyers are beginning to accept the current interest rate environment and making adjustments in price point or location to mitigate the rise in their monthly mortgage payment.Pending sales in the first week of March 2023 were down 23% year to year. Compared to 2019, pending sales were down 20%. Year to date, pending sales are down 22% from 2022 and down 12% from 2019. (See Chart 1.)

Supply and Demand Since the last week of January 2023, months of supply has remained unchanged at 1.7. Closings and inventory have stabilized in a seasonal fashion similar to the same period last year. We should see closings and inventory beginning to rise in April/ May for the spring selling season. Atlanta continues to need an additional 63,000 units of housing inventory over the next 12 months to reach 6 months of supply, which is equilibrium. (See Chart 2.) Our forecast is the same: we expect to see demand rise moderately into the spring selling season, and months of supply will not exceed 3 in the third and fourth quarters of 2023.

MARKETNSIGHT UPDATE (CONTINUED) NAR and MarketNsight Two weeks ago, we said: “For the first three weeks of February, MarketNsight shows pendings down an average of 20% year to year. Unless the bottom falls out in the last week of February, we should see the NAR February pending sales numbers look very similar to January’s when they are released at the end of March – down 20% to 25% year to year. Remember, you heard it here first!”. The bottom did not fall out, and February pending sales were down 21% from 2022. We expect that the NAR February pending sales numbers will look very similar to January’s when they are released at the end of March – down 21% to 24% year to year. (See Table 1.) What About Price? When rates began rising a year ago, we maintained that there would be no collapse in prices, primarily due to the extreme lack of inventory. Now, we have proof that we were correct, and other national pundits are finally starting to come around. (https://your.marketnsight.com/3YJ1boX) We not only agree that prices have found a bottom, but we can also show it in the most recent data. Prices bottomed out in January when they were down 1% from the previous year. Prices were up 2% in February, and for the first week of March are up 7%. It is still early in the month, but the upward trend is clear. (See Chart 3.) In raising rates at the fastest pace in history, the Federal Reserve’s strategy has continued to drastically suppress inventory. The effect of this (we all learned in Economics 101) will be rising prices, exactly what they were trying to correct. The only long-term answer is more supply—period. Continued Indictment of the Fed Is anyone surprised that the Federal Reserve overcorrected on both sides of the pandemic? Using inaccurate and lagging data, they kept rates far too low for far too long, and now, to fight the inflation that they helped create, their answer has been possibly the most radical and destructive shock to the system in the history of the Fed. In what universe does that make sense? "Everything in moderation" doesn't seem to be a part of their lexicon.

And now, some of the unintended effects of their radical strategy are being seen in the closure of three large banks in just a few days. Here’s a great summary of the situation from an article this weekend: “[the SVB collapse] is emblematic of the financial cracks and unintended consequences to the fastest rate hikes since the 80s,” Wei Li, Global Chief Investment Strategist at BlackRock, said….” (https://your.marketnsight.com/3mTkONC) Some analysts expect the Fed to pause their rate hikes in the near term. This may be a good time for the FOMC to reflect on the downrange consequences of their policies. Despite the Fed’s recklessness, we believe the housing industry will be resilient through this. Demographically, the country still needs millions of units of housing, so we still have more demand than supply. We agree with the NAR when they say that housing has bottomed and will continue to see improvement, especially in the second half of the year. SCHOLARSHIPS AVAILABLE TO STUDENTS PURSUING DEGREES DIRECTLY RELATED TO THE BUILDING INDUSTRY The Founders Scholarship Fund—of the HBA of Greater Savannah The Home Builders Association of Greater Savannah is currently accepting applications for the 2023 Founders Scholarship. The Founders Scholarship Fund is a non-profit organization that is part of our local HBA. We distribute multiple scholarships annually to students who are pursuing a degree directly related to the building industry. A few examples of qualifying fields of study are architecture, building construction, building design, construction management, engineering, welding, plumbing, HVAC and electrical systems technology. There are two types of applications for our scholarship. 1)

For current high school seniors who plan to attend college in the fall of 2023

For current college students who are in a related field of study

The application due date is Friday, April 14, 2023. Please read the requirements thoroughly and make sure all required documents accompany the application when submitted. Please note that applications will not be accepted if they are not 100% complete. Once received, the Founders Scholarship Committee will meet and review all applications. The scholarships will be awarded on merit, financial need, and field of study. Students will be notified directly if a scholarship is awarded.
