La Convención es la única oportunidad para la hispanidad en el área de Cleveland formalmente identificar sus preocupaciones y prioridades para el futuro. Esta es la primera convención en diez años. La última fue en 1994 y hubieron siete convenciones en la década

Congresswoman Marcy Kaptur (OH-9) last week announced two awards totaling nearly $700,000 in federal funding for a youth mentoring program and for the creation of a Lucas County juvenile drug court. Kaptur joined Lucas County Juvenile Court Judge Ray at the Juvenile Courthouse for the announcement. The community-based mentoring program will receive $247,369 from the U.S. Department of Justice earmark for use over one year for twenty high-risk youth. The pilot initiative will address the issue of overrepresentation of

minority contact with the juvenile justice system, by providing trained mentors from their own neighborhood to youth identified as high-risk. The initiative will serve at-risk probation youth and residents of the Lucas County Youth Treatment Center that are about to be turned over to the Ohio Department of Youth Services. Kaptur earmarked the funds in the 2004 Omnibus Appropriations Bill at the request of the Lucas County Juvenile Courts. “I commend the hard work of Judge Ray, the legal

community, the Lucas County school system and all who did the research to establish the initiative to help our at-risk youth,” said Kaptur. “The project will be truly beneficial to the community,” said Judge Ray. “We will be able to provide pro-social intervention to reduce future crimes and to prevent kids identified as atrisk from developing a criminal lifestyle. “This grant gives us the opportunity to do something we never had the resources to do and a successful program will allow us to attract the resources to continue addressing the needs of these young people.”

Se firma acuerdo que pone fin a boicot de pepinera (Continuación de p. 1)

De esa forma dio inició Leticia Zavala, Directora de Organizadores de FLOC a la conferencia de prensa en la que se anunció el llamado acuerdo laboral histórico que pone fin a cinco años y medio de boicot a la pepinera Monte Olivo, y que beneficia a unos 8.500 trabajadores huéspedes que en su mayoría proceden de México. Antes de iniciar la conferencia, Monseñor Gossman, Obispo de la Diócesis de Raleigh, hizo oración por los presentes y por las partes que antes estuvieron en coflicto. “Pero nos damos cuenta que hay muchos trabajadores ilegales que no están cubiertos por este evento y eso nos da el sentido de que tenemos otras cosas que hacer”, dijo Gossman como parte de su oración. El acuerdo firmado hoy es calificado de extraordinario porque es el primer contrato firmado entre rancheros del estado y una unión de trabajadores, el cual tiene un historial de reticencias hacia los sindicatos. En su oportunidad Baldemar Velásquez, Presidente de FLOC expresó: “Estoy preocupado porque hay personas que no quieren sindicatos. Ellos son miembros de otras organizaciones. Todo mundo de alguna forma paga sus cuotas para conseguir algo, para hacer consultas, para mejorar sus negocios. Entonces, si todas estas personas tienen uniones, ¿por qué los mexicanos no pueden tener una”? Antes, Baldemar habló del respeto que tiene por “los hombres sentados a mi derecha (Stan Eury y Bill Brian), a quienes había visto como adversario cuando ellos me tenían bajo el mismo concepto. Las autoridades dijeron que podrían pasar semanas antes de que sean restaurados los servicios de electricidad, agua potable y alcantarillados en algunas áreas del Panhandle, otra región del estado que ya había sido golpeado por los huracanes Charley y Frances durante las últimas semanas. Esas tormentas dejaron sin electricidad a los floridianos durante días. “Creo que el mayor problema que va a enfrentar la Florida es la fatiga”, manifestó el director de la Agencia Federal de Manejo de Emergencias (FEMA, por

La disputa incluyó un boicot organizado por FLOC, durante el cual le pedían a los consumidores que se abstuvieran de comprar productos hechos por la pepinera Monte Olivo. Fueron decenas de manifestaciones públicas en contra de la pepinera las que organizó FLOC en esta y otras ciudades para tratar de detener el consumo de productos de Monte Olivo. El boicot fue apoyado desde el principio por el Consejo Nacional de Iglesias. En otra parte de su alocución Stan Eury aceptó que: “Creemos en el programa de los trabajadores invitados y creemos que contrarar trabajadores legalmente, en términos y condiciones que sean justas y adecuadas, le permite a nuestros rancheros competir en el mercado global. FLOC y la asociación están comprometidos con esto”. Bill Bryan, Presidente de la pepinera Monte Olivo, manifestó su posición respecto al acuerdo de la siguiente manera: “Veo con gusto el resultado de este acuerdo con FLOC. Estoy en desacuerdo con las tácticas de boicot pero respeto la persistencia y la dedicación de Baldemar Velásquez y de quienes apoyan a FLOC para conseguir sus metas”. En palabras de Bryan, “el acuerdo que Monte Olivo firmó ayudará a los trabajadores a incrementar sus salarios hasta un 10% en un período de tres años”. A pregunta expresa de representantes de los medios

de comunicación, Baldemar Velásquez indicó: “Bajo las regulaciones federales y las bases del acuerdo que hoy firmamos, los trabajadores temporales con visa H2A, deben recibir un salario mínimo de $8.06 por hora o el 44% del valor de lo que recojan, lo que resulte mayor”. “Tengo una gran consideración por el programa H2A y la NCGA. El programa H2A está implementado en muchas granjas de Carolina del Norte. Para los agricultores esta es una forma legal y autorizada de contratar trabajadores”, dijo Bryan. En la parte final de su intervención, Bryan ya en un tono de humor, lanzó el siguiente comentario que arrancó las sonrisas de los presentes: “Este ha sido un largo camino pero ahora pueden disfrutar de buenos pepinos. Y para mis amigos metodistas: ya pueden empezar a consumir pepinos”. Un representante del comité negociador de FLOC, Adrián Briones, también enfrentó a los medios: “Es un momento histórico aquí en Carolina del Norte y así como nosotros los mexicanos estamos celebrando nuestra independencia estoy seguro que todos los trabajadores H2A que venimos de México estamos de acuerdo con esta unión, con este comité que hemos apoyado tanto”. Para hablar de la manera en que los trabajadores del campo resolverán sus futuros problemas laborales, Briones agregó: “Dentro de la asociación ha habido problemas con los patrones, pero ahora con nuestro sindicato tenemos la voz para resolver en tres fases cualquier tipo de problema”. Sobre ese particular, Velazaquez explicó para los medios que “el acuerdo les da voz a los trabajadores quienes no deben preocuparse por

su nombre en inglés). “Si pensamos en estos tres huracanes, las persistentes lluvias y tormentas, y el calor, la gente va a quedar rendida”, sostuvo. Más de un millón de personas permanecían sin acceso a la electricidad en ocho estados, entre ellos más de 340.000 viviendas y negocios de la Florida, dijeron funcionarios el sábado. Casi el doble carecía de luz en Alabama. Iván fue el huracán más mortífero que castigó a Estados Unidos desde Floyd, que en 1999 mató a 57 personas, 56 de ellas en este país y una en las Bahamas. Ha matado a 70 personas en el Caribe y 42 en Estados Unidos, 16 de ellas en la Florida. Más de una docena de personas continuaban desaparecidas el sábado, pero no quedaba claro

si estuvieron en peligro o simplemente evacuaron sus hogares sin avisar a sus familiares, expresó Sonya Smith, portavoz del centro de emergencias del condado Escambia. Unos 2.000 soldados de la Guardia Nacional llegaron al área del Panhandle, en el noroeste del estado, y el presidente George W. Bush planeaba visitar la región el domingo, su tercer viaje para evaluar los daños en la Florida. problemas que tiene otra persona con el mismo nombre y terminan perdiendo la oportunidad”. Al término de su intervención el Señor Baldemar Velásquez hizo el siguiente comentario: “Ninguna persona es ilegal, ningún humano deber ser dejado fuera de los procesos democráticos que tenemos en este país”.

La convención 2004 cuenta con un trío de presidentes, Hermana Alicia Alvarado, OP, Al López, y Adrián Maldonado. La hermana Alicia es bien conocida en Cleveland y en otras partes, siendo ella activa en la iglesia católica y en varios movimientos civicos y sociales locales, nacionales y internacionales por más de treinta años. El Sr. López también ha sido activo en actividades y organizaciones cívicas y sociales en Cleveland y Lorain. Él es retirado como consejero de Cuyahoga Community College. Igualmente el Sr. Maldonado ha sido muy activo en la comunidad, especial con jóvenes en los deportes y en la política. Él es actualmente director de la oficina de

dent of Univision and Secretary of the Department of Housing and Urban Development under President Clinton, is the principal speaker at Convención Hispana 2004, Saturday, September 25th at Lincoln-West High School, in Cleveland. Convención is a unique opportunity for the Latino community of the Cleveland area to formally identify issues and priorities for the future. This is the first convention in ten years. The last was in 1994. There were seven Convenciones during the decade between 1984 and1994. No previous convention has had a keynoter of Mr. Cisneros national stature. In 1981, Cisneros was the first Latino elected Mayor of a major American city in the modern era. Before election he was a university professor and city councilperson in his birth city of San Antonio, Texas. In 1999, Cisneros pleaded guilty to a misdemeanor charge of lying to the FBI during the pre-confirmation investigation to his being named to President Clinton’s cabinet. He lied about payments he made to a woman with whom he had extramarital relations. He was pardoned by Clinton in 2001. In August of 2000, Cisneros announced that he was forming a venture with

Mr. López has also been active in civic and social organizations and activities in Cleveland and Lorain. Recently, he retired as a counselor from Cuyahoga Community College. Equally, Mr. Maldonado has been very active in the

community, especially with youth in sports and in local politics. He is currently the Director of the Office of Procurement and Diversity for Cuyahoga County. In addition to these presidents, Ms. Zulma Zabala is coordinator of the event and works with a large number of volunteers. They are organized into a number of affinity groups. Pese a que el estelar delantero Cuauhtémoc Blanco no marcó gol en el partido, fue ovacionado por unos 40,000 espectadores reunidos en el estadio “Luis Pirata Fuente”, luego de haber realizado uno de sus mejores partidos en el Veracruz, equipo que lo contrató recientemente. El polémico jugador salió bajo un coro de “Cuauhtémoc, Cuauhtémoc”, que le brindaron los hinchas del Veracruz. El uruguayo Gustavo Biscayzacú marcó dos tantos de la goleada, a los 67 y 76 minutos. El marcador fue completado por Isaac Terrazas a los 44, Juan Pablo Santiago a los 60 y los argentinos Christian Giménez (62) y Walter Jiménez (75). RAMIRO BURR’S LATIN MUSIC: Fernández ditches ranchera to produce pop By RAMIRO BURR Ranchera star Alejandro Fernández says his new album, “Corazon Abierto,” is a return to pop music but with a less-ismore approach. “My previous albums were almost too classic sounding,” Fernández said in his native Spanish during a promotional stop in San Antonio. “This time we didn’t want to make such a grand production. We wanted something more intimate, with a little less instrumentation and with fewer musicians.” Released last week, Corazón Abierto is Fernández’s third pop outing in 12 albums over as many years. The 12-track set is a softer, almost acoustic take on pop ballads, where the focus is more on Fernández’s vocals and the lyrical message, rather than the music. Gone are the dense orchestrations and elaborate string arrangements of previous pop albums such as Entre Tus Brazos. Fernández said the musical shift presented its own challenges. “It is a risk for us because we’re changing my sound that people are familiar with, adding a lot more percussions,” he said. “We are taking the chance that possibly we may be surprising some people. “But we feel confident of the material that we were able to put together. We keep in mind that with each album, you always run a risk, especially when you make a change in genres.”

Fernández’s strength has always been torchy Mexican rancheras, bluesdrenched ballads similar to traditional country music. The No. 1 ranchera singer is still Fernández’s father, Vicente, a legend whose long-running career and powerful vocals make him the Frank Sinatra of the genre. The younger Fernández’s forays into pop music are practical attempts to reach younger audiences, who consider rancheras quaint folk music. For his latest album, Fernández eschewed in-demand studio wizard Emilio Estefan, who produced his previous works, and teamed up with noted Colombian songwriter and producer Kike Santander. He also tapped songwriters Leonel Garcia of Sin Bandera, Gianmarco and Reyli Barba. “To me, the primordial challenge was in the selection of the producers,” he said. “We met countless times again and again, selecting the sound I wanted, and then working hard on whittling down the songs I felt we could work with. “I had no preconceived notion of how I wanted this. The process was worked out in parts, step by step. At the beginning we heard about 300 songs and then, from there, we brought it down to 50, which was very difficult. And then I spent night and day working on the songs, listening and then selecting the final songs that would get on the album.” While hardcore followers will enjoy each morsel here, newcomers will find

the tunes a little repetitive. Most are slow-starting, lowburning, laid-back laments with the usual themes: she’s gone, I’m lost, life is over. And while Fernández is a great singer when he belts out raw emotion, he rarely cuts loose here, choosing to keep his vocal power idling. Standouts include the first single, Me Dedique a Perderte. Easygoing and instantly hummable, the song connects with its haunting lyrics of recognizing too late one’s many missteps. The catchy Lo Que Pudo Ser, written by Barba, is a winner with its harder percussion and smooth blend of acoustic guitar and subtle violins. The message of exploring what could have been is also a change of pace. The last track is another keeper. Written by Santander, Omar Sanchez and Bernardo Ossa, Muy Lejos de Ti glides along with a melody that is subtly anthemic. The lyrics are about a tough macho who, many women and many kisses later, admits that he really didn’t know how good he had it. “It is always difficult for a man to admit when he’s made a mistake,” Fernández said. “I love that song because the man says he had to leave the relationship because he didn’t want to hurt her. But over time he comes to realize that she was the greatest love he ever had. She was the woman that he would die for. The lyrics are beautiful.” Fernández said the abundance of similarly themed songs was intentional. “Yes, these songs to me

After a friend of mine heard these songs, he said, ‘The songs sounded like, if you were revealing yourself, as if you were singing from the heart.’ And I am. This is like taking an X-ray of my heart or of my soul. “And that is where we got the idea of the CD title, ‘Corazón Abierto’ (‘Open Heart’).” Fernández, who is scheduled for a Nov. 27 show at Houston’s Verizon Wireless Theater, recently signed a promotional sponsorship with McDonald’s, which will be sponsoring his fall tour. Other Texas stops include El Paso, Hidalgo, Laredo and Dallas.

El Grito Ceremonies were conducted last week in several cities in Michigan and Ohio, including the cities of Detroit, Toledo, Lansing, Grand Rapids, and Youngstown. OBITUARIES REYNALDO GARZA, FIRST FEDERAL LATINO JUDGE DIES BROWNSVILLE, Texas (AP): Reynaldo Garza, a son of Mexican immigrants who became the country’s first Latino federal judge when he was appointed by President Kennedy in 1961, died Tuesday, Sept. 14. He was 89. Garza had been battling pneumonia since July and had been hospitalized since Aug. 30, said his longtime secretary Olivia Vega. His rise to the bench was an inspiration to many in the Rio Grande Valley. His portrait hangs in south Texas courthouses, and elementary schools have been named after him. He was appointed to the federal judgeship in 1961 and to the 5th U.S. Circuit Court of Appeals by President Carter. He had had senior status on the court of appeals since 1982. In a 1996 interview with The (McAllen) Monitor, he recounted Kennedy’s telling him, “It’s up to you to do a good job so others can follow you.” Carter offered Garza the Cabinet post of U.S. attorney general, but Garza turned him down. The federal judge did not want to give up his lifetime appointment, or leave his beloved Brownsville.

CARLOS “RATA” FONSECA JR. Carlos “Rata” Fonseca, Jr., age 68, of Toledo, died Wednesday, September 15, 2004, at The Toledo Hospital. He was born January 6, 1936, in San Antonio, TX to Mr. and Mrs. Carlos (Ramona Sapata) Fonseca, Sr. He was employed for many years with Conrail until his retirement. He was a member of Rosary Cathedral Parish and Latins United and attended the Aurora González Senior Center. Guatemalans, Mayans struggle for basic necessities after hurricanes LAKE WORTH, Fla. (AP): Catarina Marruquin waits under the hot sun for food, water, diapers and other emergency supplies. Like most of this city’s 20,000-strong community of Mayan and Guatemalan immigrants, her family suffered severe losses from the one-two punch of Hurricanes Charley and Frances. They have no electricity or food. Marruquin, 22, tells a translator her babies, ages 1 and 2, need milk, formula and diapers, and that work is scarce since the storms disrupted life in Palm Beach County. Yet, when an interviewer wearing an official-looking credential and wielding a pen and notepad begins asking questions, Marruquin denies having post-hurricane problems. “It isn’t too bad,” she tells the translator. Her eyes are downcast and she clutches the baby in her arms. Wary of government officials and fearing deportation, many South Florida immigrants are not getting their share of emergency aid, said Justo Hernandez, a deputy field officer for the Federal Emergency Management Agency. Hernandez heads up a special task force that brings aid to immigrants who shy away from government pro-





grams. “You have to understand where they come from. Governments in Central America are not the most friendly,” Hernandez said in a phone interview from his Orlando office. “To these people, anyone from the government might deport them. They are used to staying hidden. All the sudden, we have state and local officials, National Guardsman with machine guns and federal employees wearing eagles on their uniforms. Of course they are concerned.” FEMA does not share information with Immigration or Homeland Security, Hernandez said. While illegal aliens do not qualify for aid, having even one U.S. citizen in the family grants eligibility. Since most families have four kids, chances are at least one was born in the United States. “And if they don’t qualify, FEMA matches them up with a local charity that can help,” Hernandez said. “We don’t want to ignore anyone.” Hernandez’s 200-member “diversity” team goes directly to migrant communities, taking along community activists, local charity workers and officials familiar to those in

need. Government workers wear civilian clothing and often tuck credentials inside their shirts. FEMA doesn’t keep track of how many migrant workers, including U.S. citizens, are getting help from the $187.3 million in relief the federal government has spent in Florida since Charley hit southwestern Florida Aug. 13. The problems, like the migrant population, exist throughout Florida and other southern, agricultural states that rely on migrant labor. Indeed, almost all of Lake Worth’s population of Mayan and Guatemalan immigrants need some form of relief, said Father Frank O’Loughlin. “The need is dire.” The Irish-born Roman Catholic priest founded the Mayan Guatemalan Center in Lake Worth 20 years ago. The center, FEMA and other charities are partners trying to get food, housing and supplies to some of Palm Beach County’s poorest residents. Many migrant and day laborers have moved to shelters because their homes have no electricity. “There are no diapers, the babies have rashes and the families are running out of formula for babies,” said

Emelyne Ambroise Smith, the center’s director of prenatal and postnatal programs. Without refrigeration, mothers can’t store formula once it has been mixed. They either throw it away or risk making babies sick from sour formula. O’Loughlin rattles off further problems. His charges live in the shoddiest housing, leaving them particularly vulnerable to storm damage. Economic life is a day-to-day, paycheck-to-paycheck scramble. These folks pick the crops, sod the suburbs and pamper the putting green. “It’s tough for them to get $50 or so ahead to stockpile the food and water and baby supplies before the hurricane,” O’Loughlin said. The primary languages are Mayan dialects, like Mam and Kanjobal. Only educated men speak Spanish; few know English. They do not own cars. “This is a walking community,” said Lucio Perez, director of the center. Lack of transportation presents a dual problem for getting FEMA aid. Though run with clockwork effi-

ciency, the six FEMA distribution sites in Palm Beach County are designed around the assumption that every family owns a vehicle they can gas up and drive to the site, then snake through a series of stations where ice, water, tarps and the infamous MRE’s (meals ready to eat, in Army speak) get hefted into the trunk. Recognizing the limitations of the approach, Hernandez’s group brought aid to Lake Worth last week, nearly two week’s after Hurricane Frances hit the eastcentral Florida. That’s a relief to the workers and volunteers helping Lake Worth’s poor. Earlier this month, they shared what supplies they could muster with 2,500 Mayans and Guatemalans who stood for hours in the hot sun. The need for rice, beans, insect repellant and other life staples has become urgent. “You don’t dare pick up a baby. They haven’t had diapers to change them since the storm,” O’Loughlin said. For families that traditionally pamper their babies, that’s a stinging blow. The storms have already dried up much of their work

_ some haven’t earned a penny since Frances hit. Asked about escaping Hurricane Ivan, which pummeled the Florida Panhandle on Thursday, a group of women waiting for rice, beans and water simply laugh. They had little cause to feel relief in an unprecedented hurricane season that won’t end for nearly 10 weeks. Their thoughts and time are consumed with weathering the effects of Frances. Exequiel Velasquez, of Guadalajara, Mexico, is a stucco plasterer. He hasn’t worked since Charley. “Things are hard right now,” he said as he waits with his three children, ages 2 to 5, and their mother, Maria Diaz, for aid to arrive. Ericka Reyes, 25, said her family hasn’t recovered from trying to seek shelter in Naples during Frances. She and her husband, Cesar, along with her mother and the couple’s three children paid $45 a night for three nights in a west coast motel when they fled from Frances. “It’s too much. We can’t ever do that again,” she said. “Please, no more storms.”

This position will manage and coordinate the initiatives in the project. This is a one-year appointment with the potential of being renewed. Responsibilities include: assisting the project principal investigator; communicating with schools, community agencies, and universities; coordinating project staff; facilitating grant activities and objectives; overseeing budget; coordinating meetings with staff at two universities; developing a system for collecting organizing materials and overseeing outreach.

(Job #2408): The University of Toledo’s Bursar’s Office has an opening for a Student Account Specialist 2 in the account auditing area. This position is ¾ time, working 30 hours per week; some night and weekend work will be required. This position will analyze and audit individual student accounts using federal, state, and outside agency guidelines, as well as University policies. Additionally, this position will analyze and process invoices, vouchers, and other documentation relation to third party accounts. This position acts as the liaison between the students and the third party organizations supplying tuition benefits. This position answers student, parent and other inquiries via telephone and in person.

A Master’s degree or higher, experience in higher education administration, outreach and date management required. Salary for this position will be $15,000 per year. MEDICAL RECORDS CLERK Information and Referral Resource Specialist

Medical Records Clerk needed for Starr Office. Duties include filing and retrieval of clinical charts, coordination of information release, creating and closing client charts. Work hours for this position vary but normally will be Monday through Friday, 10 am to 6pm.
