or the second year in a row, the city’s Rent Guidelines Board (RGB) has voted to freeze rents on one-year leases for rentstabilized apartments.

At a June 27 meeting held at Cooper Union, the board also voted to allow a 2 percent increase on two-year leases, just as it did in 2015. “More than a million people will now have more security and a better shot at making ends meet,” said Mayor Bill de Blasio in a statement. “And the financial health of our buildings will remain protected because declining fuel costs have offset other expenses. In short, tonight’s decision by the Rent Guidelines Board reflects what’s actually happening in our neighborhoods.” Last year’s vote marked the first time in history that the board had chosen not to increase rents.

Advocates for the city’s landlords were not pleased with the decision. The Rent Stabilization Association (RSA), which represents more than 25,000 landlords throughout the city, has announced that it will file a lawsuit against the Rent Guidelines Board. In a statement, RSA President Joseph Strasburg ripped the board’s decision. “This is a dangerous, out-of-control mayor desperate to pull up his approval rating at all costs even if it means forcing independent rate-setting boards to advance his political agenda and break the law,” Strasburg said.

S

he had triumphed – and yet, it was still a bittersweet day for Teresa Pantoja. The high school graduate had a diploma in hand, and is headed to Dutchess Community College in Poughkeepsie this fall. At a June 20 commencement ceremony, Pantoja and her fellow seniors of the Young Women’s Leadership School (TYWLS) of East Harlem rejoiced in their graduation. All told, 72 local young women, all of whom are moving on to college, were honored at a commencement ceremony. Founded in 1996, the East Harlem school was the first in a national network of all-girl college prep schools. “This school challenges you,” said Pantoja. And while she now had a diploma in hand, she conceded that it had been a challenging journey. “At first I did poorly,” she admitted. “But I worked harder and harder. I felt that it was time to grow up, and I always wanted to go to college.” Serving 500 students in grade sixth through twelve, the school focuses on college readiness, with a 100 percent graduation rate, and primarily serves students from Harlem and the Bronx. It is a partner with the College Bound Initiative, which promotes college access and financial aid options for at-risk students.

“This school challenges you,” said Teresa Pantoja.

“You have chosen the most noble commitment — female education,” said Phebe Farrow Port, Senior Vice President of Global Management Strategies for The Estee Lauder Companies as she addressed the graduates. “You have connected and common beliefs because you are all leaders.” Co-Director Drew Higginbotham said that TYWLS is committed to providing opportunities to girls who might not otherwise have chances to further their education. “Many of our students are first-generation college students in their families,”

The school was founded in 1996.

Higginbotham said. “We’re so excited to see what they’re going to go off to and the achievements they’ll have in the future.” “Some of these students are from broken homes,” said Port, who has been on the TYWLS board for 10 years. “That’s a population that typically has a low graduation rate, but these girls already know they’re coming here to better themselves. As a business person, I believe in return on investment, and that’s a great return on investment.” The East Harlem school marks its 20th anniversary this year.

“I feel like we’ve reached the point where we have a proven track record, and each year we’ve maintained our 100 percent graduation rate,” explained Higginbotham. In his remarks, Higginbotham challenged them to participate in social activism, especially in the current political climate. He said that TYWLS prepares students well for activism, noting that a graduating senior did an internship with a nonprofit organization that aids victims of human trafficking. LEADING p21

On Wed., Jun., 22, officials from New York City’s Office of Emergency Management (OEM) set up shop at La Plaza de las Americas in Washington Heights to engage uptown residents about preparing for emergencies. From a booth at Broadway and 175th Street, NYC Emergency Management staffers distributed literature on creating an emergency plan, gathering supplies and signing up for alerts from the city. Omar Bourne, Deputy Press Secretary of NYC Emergency Management, said that during coastal storm season, New Yorkers should know in advance what they will do in the event of a weather emergency.

“Families should prepare a ‘go bag” that stays ready in case an evacuation is needed,” said Bourne. The bag should include important documents, a flashlight, First Aid kit, bottled water and non-perishable food. Residents should also be aware if they reside in one of the city’s six evacuation zones for hurricanes and storm surges, said Bourne, which can be verified online at www. nyc.gov. “It’s important that families create a household evacuation plan, so they know how they will exit from their home and neighborhood, and how they’d communicate and reunite with family members,” Bourne said. As the emergency management outreach was paired with a Zika awareness initiative sponsored by the Department of Health and Mental Hygiene, information about the mosquito-borne virus was also circulated uptown. Emergency Management officials were highlighting the city’s notification system, Notify NYC, which issues alerts on weather, traffic, public transportation advisories and school closures, as well as emergencies. Alerts can be received by email, text, phone, Twitter and instant messenger. “We want to encourage people to sign up,” said Bourne. “It’s free and you can set what kind of alerts you want.” The city is also seeking volunteers for its Community Emergency Response Teams (CERT), a group of community-based

volunteers trained to assist first responders with disaster response, officials said. Members participate in a 10-week training program to learn basic emergency response skills such as fire safety, light search and rescue and traffic control. Currently, there are about 2,000 CERT volunteers throughout the five boroughs, said Bourne.

ummertime brings opportunities to cheer on friends at neighborhood baseball games, visit a local playground or community pool, venture to the beach or enjoy a block party. After a school year full of hard work, leisurely activities are important for us all. As parents, grandparents, aunts, uncles and caretakers we must also encourage innovative and fun ways to continue learning this summer. Time and time again, researchers and advocates attribute some of the achievement gap to summer learning loss. Students can lose months of academic knowledge during the summer, impacting our most vulnerable communities. As caretakers, we must build a drum-beat of reading, writing, and exploring. A great way to start is by checking out NYC Reads 365 or asking your child’s teacher for a summer reading list. New York City’s cultural institutions offer children and teens a wide range of either low cost or free summer activities during the long summer days. I enjoy visiting the American Museum of Natural History and The New York Hall of Science with my grandchildren and learning with them. They love robotics and STEM, which can provide countless hours of enjoyment while developing their critical thinking and analytical skills in a creative way. A museum, Botanical Garden, zoo, historical burial ground, or public library are all great ways to explore your child’s interests, get extra support, and help them

retain what they learned during the school year. Setting aside time for daily independent reading and writing during down time at a family vacation or before heading to a playdate can make all the difference and help cultivate and foster a child’s imagination. In my role as a grandmother, I am insistent that my grandchildren write or read daily– no matter where we are or what we are doing on that particular day, I carve out time for learning. As parents and caretakers we play a vital role and have so much to offer that can inspire our children. Some of my most treasured memories include listening to my father’s stories about his native country Spain. He would weave his real life experiences with a war torn country which ignited my passion for reading and led me to where I am today. I strive to channel my father’s love for storytelling with my own grandchildren, which always ends with fruitful and candid conversations of the world we live in today. Showing our children the fruits of being a lifelong learner can also be a transformative way to lead by example. We can also continue or restart our own education through the DOE’s Office of Adult and Continuing Education (OACE) where there is a variety of basic education and vocational classes for adults over the age of 21. The local actors, who range in age from 6 to 60 plus, also conceive and create the content they will eventually perform. There is something truly magical in seeing a community coming together to share their stories, their fears, and their triumphs. That magic was on full display at the Storm the Palace extravaganza. At a time when most of the Hip-Hop coming out of New York City sounds like it is coming straight out of the south, Chazmere’s music is a breath of fresh air. On June 24, City University of New York (CUNY) Chancellor James Milliken was presented with a 2016 Distinguished Leader in Education Award by Education Update. The award was presented to Milliken by Manhattan Times and The Bronx Free Press Publisher Luis A. Miranda at a ceremony at the Harvard Club.

It was a busy time at the awards podium for those with CUNY connections. In addition to Milliken’s recognition, Jody Arnhold, Chair of the Dance Advisory Committee at Hunter College, also received a Distinguished Leader in Education Award, while Haley Hershenson, daughter of CUNY Vice Chancellor Jay Hershenson, received an Outstanding Young Journalist Award. “It was very clear that CUNY was in the house,” Jay Hershenson remarked. Founded in 1999, Education Update is a newspaper issued to over 1,600 public schools in New York City, as well as private schools and public libraries. It presents awards to educators each year at the Harvard Club. In accepting his award, Milliken told attendees about a new CUNY initiative to expand arts curricula and programs for students, through partnerships with Brooklyn Academy of Music, Brooklyn Museum, Metropolitan Museum of Art and other organizations. Curricula will be enhanced to prepare more students for arts careers, and cultural organizations citywide will provide free access for CUNY students, Milliken said. The partnerships will feature enhanced internship opportunities for CUNY attendees. “It will give them a leg up in the job

market,” Milliken remarked. “Our students contribute so much to the fabric of the city, including the economy and the arts,” he added. “They’re driven, hardworking, creative and optimistic — that’s what gets them through the many challenges they face in getting an education.” Milliken explained that CUNY schools have been expanding advanced arts education, noting that new Masters of Fine Arts programs have been added at Baruch College and Medgar Evers College. Milliken also discussed the opening of Brooklyn College’s Feirstein Graduate School of Cinema, located at Steiner Studios in the Brooklyn Navy Yard. “It is the only such school in the country in a working studio,” said Milliken. “We will bring diversity to an industry that has been conspicuously lacking in it and open the door to high-paying jobs for our very

Arnhold, who taught dance in public schools for more than 20 years, was recognized for her advocacy efforts to bring dance education to every public school child in the city. oo often, you aren’t recognized for the work that you do,” said Public Advocate Letitia James. “And too often, you aren’t recognized by our government.”

The remarks were delivered to a roomful of nurses at the New York State Nurses Association’s (NYSNA) first Public/Private Sector Patient Advocates conference on June 23. The unique gathering brought together nursing professionals from across the state, including New York City, Buffalo, Oneida, and Long Island, to identify and discuss challenges common in both the private and public sectors, and ways to address such concerns. Among the agenda topics were the Pulse massacre in Orlando and the first responders who administered care; the need for stronger worker protections; trends in the corporatization of healthcare; austerity measures; and safe staffing standards. In her address, James specifically cited the Safe Staffing for Quality Care Act, a bill that would bolster safe staffing levels at healthcare

The bill passed the New York State Assembly on June 14, but has yet to be approved by the State Senate. “You have a powerful network in NYSNA that can advocate for you,” James said. The bill would require acute care facilities and nursing homes to include a staffing plan on their operating certificate application and comply with their stated nurse-to-patient ratios. It would also require facilities to publicly disclose staffing requirements to the state Department of Health. According to the Journal of the American Medical Association, five additional deaths

per 1,000 patients occur in hospitals with nurse-to-patient ratios of 1 to 8, than in facilities with 1 to 4, nurse-to-patient ratios. Kevin Donovan, a registered nurse at Erie County Medical Center, said he pressed members of the state legislature to pass laws governing safe staffing. “No legislation to reference staffing exists at all,” Donovan said. “The legislature was unaware before that this issue even existed.” With 37,000 members, NYSNA is New York’s largest union and professional association for registered nurses. The Public/Private Sector Patient Advocates conference, held at the Sheraton Times Square, was intended to foster

discussion on staffing and patient care problems, and examine how registered nurses can wield political power to win safe staffing and protect unions. “Nurses on the front line of health care need to get on the front line of political advocacy,” said State Senator Liz Krueger. “Get to know elected officials; talk to everyone constantly.” James noted the number of times she stood with NYSNA members to protest the privatization of dialysis services, or the closing of Bronx Hospital’s labor and delivery unit. “The reality is that hospitals who care for the poor deserve funding too,” said James. Family and staff came together this past Fri., Jan. 24th at the Mamá Tingó Childcare and Learning Center to celebrate the “graduation” of its inaugural class of Universal Pre-K (UPK) students. The 20 youngsters are the first to graduate from Pre-K to Kindergarten at Mamá Tingó, which was founded in August 2015 by the

non-profit organization the Dominican Women’s Development Center (DWDC). “We are humbled to be in this space, which had been abandoned for years, and create something amazing here,” said DWDC Executive Director Rosita Romero. The site is named after Florinda Soriano Muñoz, a farmer and activist from the Dominican Republic who fought for her land and was assassinated in 1974. The mother of 14 children, who was said to have never learned how to read or write, was known as Mamá Tingó.

“We named this center after Mamá Tingó because she represents valor and strength of the Dominican culture,” explained Romero. “[She] once said ‘The earth belongs to those whom work it, and this is ours,’” continued Romero. “In our own way with these young children, we are planting the seed and cultivating them in a space that gives them safety and love.” The ceremony also included the formal unveiling of the center’s private outdoor playground, which boasts a wooden bridge, fireman pole and slide.

“We’re so happy to have a great space that the children can learn and have fun in,” said Administrative Director Felix Arias, who noted that the students would no longer need to travel to Highbridge Park for playtime. Before being presented with their certificates, the graduates and their families were treated to special performances by the younger members of the Mamá Tingó community. r. Espaillat is going to Washington.

It appears that Adriano Espaillat achieved victory late Tuesday night in another hotly contested race to represent New York’s 13h Congressional District, which spans Northern Manhattan and parts of the Bronx. Espaillat led challenger Keith Wright by about 1,200 votes in a bid to fill the spot being vacated by a retiring Charles Rangel, who held the seat for 46 years. If the results hold, Espaillat would become the first Dominican-born member to serve in Congress. Espaillat, who narrowly lost campaigns to Rangel in 2012 and 2014, seems to have succeeded on his third try. As of 12:30 a.m. Wednesday morning, with 491 of 496 precincts reporting, Espaillat had received 36.65 percent of the vote, as Wright received 33.77 percent, according to

unofficial Board of Election (BOE) results. That did not keep Espaillat from declaring victory slightly after 11:00 p.m. at an election night party at 809 Restaurant in Inwood, his home neighborhood. “Tonight, the 13th Congressional District made history,” said Espaillat,, who made reference to his heritage in his remarks and expressed his appreciation for the support he’d received from across the district. “Voters from throughout the 13th Congressional District elected a country boy from Santiago de los Caballeros in the Dominican Republic to be the nominee of the Democratic Party. So from Harlem to East Harlem, from Washington Heights, from Inwood to the Northwest Bronx, I want to thank all the voters that cast their votes in support of this historic candidacy.” But in Harlem, at a watch party attended by Rangel, former Mayor David Dinkins and Congressman Gregory Meeks, among other supporters, Wright struck a defiant tone, refusing to concede that race until all of the paper ballots were tallied, as they needed to

“A quiet, humble service” Keeping an artist’s watch on the CoastGuard Story by Gregg McQueen

A

local artist is attempting to tell the story of the United States Coast Guard through her paintings. Washington Heights resident Karen Loew serves as chair of the national Coast Guard Art Program (COGAP), a group of volunteer artists who create and donate art to the Coast Guard for display at museums, patriotic events, offices of government officials and Coast Guard facilities across the country. The program, which now includes about 250 artists nationwide, is celebrating its 35thyear in 2016. “There are now more than 2,000 works of art in the collection,” said Loew, who has contributed numerous paintings of her own to COGAP. “It’s done entirely on a volunteer basis.” The COGAP collection is displayed annually for the general public at the Salmagundi Club, one of the nation’s oldest art clubs. The 2016 collection can be viewed at the club, located on Fifth Avenue in Manhattan, from July 3 to July 15. Loew said she enjoys her role in educating people about the military, humanitarian and law enforcement work of the Coast

Guard, operated by the Department of Homeland Security since 2003. Though the Coast Guard is one of the five armed forces of the United States, the organization gets little attention compared to the Army, Navy, Air Force or Marines, Loew said. “When Hollywood depicts the military, it’s not the Coast Guard they show,” remarked Loew. “They’re hardly ever mentioned. It’s a quiet and humble service.” Though artists provide their works to COGAP free of charge, items they submit for inclusion in the program must first be accepted by a Coast Guard jury. Works can only be created based on photos that COGAP artists take themselves, or on images supplied by the Coast Guard’s public affairs office, said Loew. “They want to be sure that the service is being depicted in a realistic manner,” she explained. Loew said that COGAP artists are afforded a front-row seat for many Coast Guard activities, and will occasionally be deployed with the service to document particular missions. In 2003, Loew was deployed with the Coast Guard in Guantanamo Bay for five days, an experience that inspired several paintings and left an indelible impression on her. “It was thrilling to be part of that, and something I’ll never forget,” Loew remarked.

While Loew has painted plenty of ships for COGAP — her depiction of the cutter Willow in New York Harbor won a George Gray Award for Artistic Excellence — her preference is to focus on the people who serve the organization. Loew referenced her painting Mission of Compassion, which shows a Coast Guardsman assisting a young victim of the 2010 Haiti earthquake, as one of her personal favorites. “I want something that’s going to represent them well, and tell the unique story of what they do,” said Loew. “I want to show the human side.” When she isn’t depicting the work of the

Coast Guard, Loew is busy creating a variety of other paintings. “I paint portraits, neighborhood scenes, on window shades — I’ll pretty much paint anything,” Loew stated. Though she grew up in West Virginia and Ohio, Loew was always drawn to Northern Manhattan. Her favorite book as a child was Hildegarde Swift’s The Little Red Lighthouse and the Great Gray Bridge. “I still remember what a thrill it was to see the real lighthouse for the first time while riding on the Circle Line,” said Loew. na artista local está intentando contar la historia de la Guardia Costera de Estados Unidos a través de sus pinturas. Karen Loew, residente de Washington Heights, se desempeña como presidenta del Programa Nacional de Arte de la Guardia Costera (COGAP por sus siglas en inglés), un grupo de artistas voluntarios que crean y donan arte a la Guardia Costera para su exhibición en museos, eventos patrióticos, oficinas de funcionarios del gobierno y en las instalaciones de la Guardia Costera en todo el país. El programa, que ahora incluye a alrededor de 250 artistas a nivel nacional, está celebrando sus 35 años en 2016. “Actualmente existen más de 2,000 obras de arte en la colección”, dijo Loew, quien ha contribuido con numerosas pinturas de su propia creación a COGAP. “Está hecho en su totalidad de manera voluntaria”. La colección de COGAP se exhibe anualmente para el público en general en el Club Salmagundi, uno de los clubes de arte más antiguos de la nación. It was also a crowded field, with nine candidates on the ballot, including another Dominican-American, Guillermo Linares, who secured around five percent of the vote. Former Obama Administration advisor Clyde Williams, like Wright a Harlem resident, finished with more than 10 percent of the vote, worrying Wright supporters that Williams’ presence in the race split the vote in the black community. tewardship is the activity of protecting and being responsible for something. Imagine caring at once for yourself and the earth in one fell swoop. As my friend and colleague Erika Svendsen, an urban forester, writes in the American Journal of Public Health, “In addition to clear air and water, there is a wide range of reasons why urban residents care about the environment—for the sake of beauty, shade, memory, shelter, identity, and future generations.” When you take care of your environment, you take care of yourself. Even in the city, there are many natural environments to care for—our parks, gardens, and other open spaces. The health benefits of stewardship go beyond clean air and water. Svendsen continues, “There is something quite unique about the urban ecosystem—human density. In urban park settings, people come together through conversation and engagement in stewardship practices that create a sense of belonging, strengthen people’s trust in each other, and cultivate a general sense of wellbeing.” Right in our own backyards, the New York

Restoration Project (NYRP) is now making stewardship possible at Sherman Creek. No matter your age or fitness level, there’s a stewardship program for you at the eastern tip of our island. By taking part, you’ll not only get some outdoor physical activity, you’ll learn something too. As Shakara Petteway, NYRP’s Northern Manhattan Public Programs Coordinator, explains, “We want to educate people about

their environment. Even though they live in New York City, they can have access to wonderful natural areas.” Initially, she says, their stewardship programs were an answer to people who wanted to get involved in making Sherman Creek and Highbridge Park a better place. They’ve expanded their opportunities now to include people who want to increase their skill and knowledge by visiting and participating

regularly. There are now weekly volunteer opportunities, starting with a Volunteer Orientation on Saturday, July 2. The session will provide a broad overview of the work NYRP does, and come prepared: they will be looking to get some work done right then and there. Care Expanded for HIV-Positive Individuals

All HIV-positive individuals in New York City are soon to become eligible to receive housing, transportation and nutritional support, as a result of a significant expansion of eligibility standards on the state level for those who can receive Emergency Shelter Assistance. The State Department of Health’s AIDS Institute has revised policy to eliminate the technical distinction between those who are considered in need of care and those who are not, as has long been proven that all individuals who are diagnosed with HIV

– whether they show symptoms or do not – benefit from receiving care. “We are creating a better future for all New Yorkers living with an HIV positive diagnosis,” said Gov. Andrew Cuomo in a statement. “Every individual living with HIV should have access to life-saving care, regardless of whether or not they are symptomatic of the disease at that moment.” The U.S. Centers for Disease Control and Prevention recommends that care and treatment should begin immediately upon diagnosis of HIV in order to achieve viral load suppression. For this reason, HIV status is the current standard by which determinations

are made for eligibility to receive care and treatment in a broad array of programs. However, in New York City, benefits for housing, transportation and nutrition are unnecessarily restricted to individuals on public assistance pursuant to obsolete terms such as “symptomatic” HIV or AIDS, and who are receiving HASA services. The guidance issued by the AIDS Institute, available at http://bit.ly/28YklUQly, confirms that, to the extent permitted by law, the terms “clinical/symptomatic HIV illness or AIDS”, “AIDS or HIV-related illness”, and other similar terms shall mean laboratoryconfirmed HIV diagnosis. Loew expressed particular fondness for helping people discover little-known facts about the Coast Guard, including Alexander Hamilton’s link to the service — among his many achievements, Hamilton is considered the father of the modern-day Coast Guard. After becoming the nation’s first Secretary of the Treasury, Hamilton was a driving force behind the creation of a revenue marine service in 1790, intended help stabilize the country’s finances. Tasked with collecting tariffs and preventing smuggling, its fleet of cutters also rendered aid for people and property at sea, a role that defines the Coast Guard to this day. “With how popular the Broadway musical is, there’s all this talk about Alexander Hamilton, but many people still don’t know about his connection to the Coast Guard,” said Loew. For this year’s COGAP Art Collection at the Salmagundi Club, 26 new works will be on display, including 12 from New York-area artists. At a gala reception on July 5, Loew will present Coast Guard Admiral Charles Michel with a copy of the book Hamilton: the Revolution, written by Lin-Manuel Miranda and Jeremy McCarter. “It’s exciting for me, as a Hamilton buff and an uptown resident like he was, to present that to the Coast Guard’s second-in-command,” Loew said. The Coast Guard Art Program’s 2016 collection will be displayed at the Salmagundi Club, 47 Fifth Avenue, between 11th and 12th Streets, New York, NY, between July 3 and July 15. Disability Assistance (OTDA) has determined that those diagnosed with HIV will be eligible for Emergency Shelter Allowance, which includes a monthly transportation and nutrition allowance as well as a 30% income contribution cap toward rental costs for New York City Public Assistance recipients. “An entire team of students have become involved in that issue and have been involved in working directly with victims,” said Higginbotham. “I think that getting excited by an issue and realizing that they want to do something about it is a real hallmark of our students.” “They pushed me to be outspoken, to have my own opinions,” co-valedictorian Julie Anne Lim said of her teachers and administrators at TYWLS. “They taught me to be determined, to have passion.” Lim, a resident of Morris Park in the Bronx, served as President of the school’s Social Justice Club. “As an undocumented student, making sure that young people get the help they need to pursue their studies is something that’s important to me,” said Lim, who will attend Franklin & Marshall College to study political science. Manhattan Borough President Gale Brewer urged the graduates to do well in their college career, but cherish the relationships they forged in recent years. “My best friends today are still my best friends from high school,” she said. “You have established a sisterhood that will take you through life,” she added. “It’s an exciting time to be a young New York City woman heading to college,” Brewer said, noting that the ratio of female college graduates to male is higher in New York City than any other place in the United States.
